RECOMMENDATION Adoption of the Resolution authorizing the closure of certain streets and temporarily establishing no parking restrictions and tow away zones in order to facilitate the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade to be held on Sunday, December 8, 2002.
PREVIOUS ACTION The City of Brentwood has previously authorized the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church, to hold the Pilgrimage Parade which requires the closure of certain streets in Brentwood.
BACKGROUND The Sociedad Guadalupana de Brentwood is requesting permission to have their 2002 Pilgrimage Parade on Sunday, December 8, 2002. The road closures would begin at 2:30 p.m. The Parade is scheduled to begin at 3:00 p.m. The roads would reopen by 5:00 p.m.
The route requested for this year’s event is Second Street from Birch Street to Maple Street, then Maple Street to First Street where the procession will end at the Immaculate Heart of Mary Church.

FISCAL IMPACT In 2001, the cost for providing police services for this event was $712.03. The estimated cost of providing police services for this years event is $750. The Police Department will use BACUP volunteers, Police Explorers, and Reserve Police Officers, where appropriate, to help reduce the costs.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW AWAY ZONES IN ORDER TO FACILITATE THE IMMACULATE HEART OF MARY CHURCH PILGRIMAGE PARADE ON SUNDAY, DECEMBER 8, 2002.
WHEREAS, the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church will hold their 2002 Pilgrimage Parade on Sunday, December 8, 2002, which will attract great numbers of people to the community; and
WHEREAS, to accommodate the 2002 Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade, it is requested that the following streets be closed to traffic, and no parking and tow away zones be established between the hours of 2:30 p.m and 5:00 p.m. on the day of the Parade.
• Second Street including the intersection of Second Street and Birch Street, to and including the intersection of Second Street and Maple Street.
• Maple Street from Second Street to First Street including the intersection of Maple Street and First Street.
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the 2001 Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade when closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of the streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651(b), (m), and (n), City peace officers may remove by towing any vehicle from these portions of the street where parking is prohibited; and
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets, prohibit parking, and establish tow away zones between the hours of 2:30 p.m. and 5:00 p.m. on Sunday, December 8, 2002 for the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade.
