Subject/Title: Consideration of a proposal from Simon and Company, Incorporated, to provide assistance in developing and implementing a federal affairs agenda for funding opportunities for Brentwood.

RECOMMENDATION 
Passage of a resolution authorizing the City Manager to sign a contract with Simon and Company, Incorporated to develop and implement a federal affairs agenda for funding.

BACKGROUND
Simon and Company, Incorporated, is currently under contract to the City of Oakley to act as their lobbyist in Washington, DC to secure federal funding. To date, they have been successful in securing grant funding from the COPS program for that city and continue to work on securing funds from other sources for other programs. 

With that in mind, City of Brentwood staff, City Manager and Mayor met with Leonard Simon, principal of Simon and Company, Inc., in the latter part of September to explore possibilities for the City of Brentwood. As a result of that meeting, Simon and Company, Inc., has submitted a proposal to act on behalf of the City of Brentwood to take advantage of opportunities and solve problems within the federal legislative and executive branches.

FISCAL IMPACT
The proposed fee for Simon and Company, Inc., is $3,000 per month for a period of one year. In addition to the basic budget, they will also bill from a not-to-exceed amount of $3,000 over the same 12-month period for reimbursable, documented expenses for routine items such as long-distance telephone and photocopying. The total contract amount for 12 months totals $39,000 and funds for this are available in the City Manager’s Contingency Fund.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SIMON AND COMPANY, INCORPORATED, AT A RATE OF $3,000 PER MONTH FOR 12 MONTHS AND AN ADDITIONAL $3,000 TOTAL FOR REIMBURSABLE EXPENSES.

WHEREAS, Simon and Company, Incorporated, has submitted a proposal to the City of Brentwood to act on our behalf in Washington, DC in developing and implementing a federal affairs agenda; and 

WHEREAS, the firm has successfully acted in this capacity for the City of Oakley, thereby establishing their expertise; and

WHEREAS, Simon and Company also has had measurable achievements in the areas of grants, appropriations, authorizations and regulatory affairs for other cities; and

WHEREAS, we have concluded that contracting with Simon and Company will provide an effective way to represent the interests of the City of Brentwood to legislators in Washington.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to enter into a contract on behalf of the City with Simon and Company, Incorporated to provide representation in Washington for a total cost not to exceed $39,000 over a 12-month period.
