Subject/Title: Approve resolution authorizing the City Manager to purchase ten (10) Low Speed Electric vehicles for use by City of Brentwood Police, Parks, Public Works departments and other municipal uses.

RECOMMENDATION 
Approve Resolution authorizing the City of Brentwood to purchase ten (10) Low Speed Vehicles (LSV) for use by staff for the purpose of reducing vehicle emissions, and reducing downtown parking impacts within the City of Brentwood.

PREVIOUS ACTION
At the direction of Council, Staff has investigated the potential for maximizing roadway and trail designs in anticipation of potential popularity and use of LSV’s. During the first two weeks of October, 2002, Staff, along with the members of the Public Safety subcommittee attended the International Chief’s of Police annual convention in Minnesota, where they became aware of a limited, special incentive program being offered to California municipalities relating to the purchase of these vehicles.

BACKGROUND
The emissions reduction potential from battery powered LSV’s (Low Speed Vehicles) is apparent on its face. The growth of the City of Brentwood, coupled with the recent trends toward the sales and use of this type of vehicle, especially within retirement / golf course communities indicated to Staff the need to investigate incorporating LSV’s into possible transportation use and route solutions. In the course of investigating these possibilities, staff became aware of the special purchase program available only to California governmental organizations. Through this program, these vehicles may be purchased at a cost ranging from $1,501 to $2,501 per unit (versus retail costs of $7-$9,000 per unit), depending on the configuration. This sharply-discounted price is driven by the manufacture’s need to collect emission/air quality points to meet federal and state mandates. 

After discussion with staff, numerous uses have been identified within the City’s existing vehicle fleet. The vehicles would be utilized in lieu of conventional autos and trucks where appropriate, as well as offering vehicle/transportation solutions which are not currently available, e.g; within buildings such as the new Waste Water Treatment facility, and restricted clearance parks and trails. The purchase of these ten vehicles would equate to approximately the same cost as one new conventional utility vehicle. The purchase of these LSV’s would also allow pooled resources meeting the needs of the City’s numerous special events. Funding for these vehicles can be readily achieved by amending the effected Department’s Vehicle Replacement Fund.





RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO PURCHASE 10 (TEN) LOW-SPEED ELECTRIC VEHICLES (LSV’s) FOR USE BY THE CITY OF BRENTWOOD STAFF IN AN AMOUNT NOT TO EXCEED $25,000.


WHEREAS, the need for City vehicles continues to increase, and 

WHEREAS, use of alternate-powered/electric vehicles greatly reduces environmental impacts as well as normal operating costs incurred per-mile of operation, and

WHEREAS, funding for the purchase of these vehicles will be facilitated through budget amendments of the Vehicle Replacement Fund.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorizes the City Manager to effect the purchase of ten (10) Low-Speed GEM electric vehicles for use by City Staff.
