Subject/Title: Public Hearing for Local Law Enforcement Block Grant

RECOMMENDATION 
Approve Resolution authorizing the City of Brentwood to submit a grant application to the Bureau of Justice Administration (BJA) for a direct award of $11,041, with the City obligated to contribute $1,227 in matching funds, for a total of $12,268, and to accept and expend these funds upon grant approval.

PREVIOUS ACTION
On November 13, 2001 the City Council approved the 2001 Local Law Enforcement Block Grant for $11,182, in which the City contributed $1,242, for a total grant amount of 12,424.

BACKGROUND
The Omnibus Fiscal Year 2002 Appropriations Act authorizes the Director of the Bureau of Justice Assistance (BJA) to make funds available to local government under the Local Law Enforcement Block Grants (LLEBG) Program for the purposes of reducing crime and improving public safety. Under this program, the City of Brentwood is eligible to apply for the BJA direct grant award in the amount of $11,041 with a matching contribution of $1,227, for a total grant amount of $12,268.

Once the grant is awarded, the City of Brentwood and its police department are obligated to comply with the following requirements.

1. Establish a five member advisory board that is charged with making non-binding recommendations for the proposed use of funds.
2. Hold at least one public hearing regarding the proposed use of the funds.
3. Establish an interest earning trust account in which to deposit the program funds.
4. To submit quarterly financial reports regarding the status of the funds.
5. To expend the funds during a period not to exceed 24 months from the date provided.

Funding parameters for this grant include acquisition of equipment, overtime for law enforcement, and establishment of crime prevention programs and training, which will enhance delivery of police services to our community. Included in this process is a mechanism for our community to assist identifying those programs that best suit our unique needs.

FISCAL IMPACT
The award of this grant is based on an actual dollar match in the amount of $1,227. The City of Brentwood will match with funds from the FY 2002-2003 budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD 
AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE BUREAU OF JUSTICE ADMINISTRATION (BJA) FOR A DIRECT AWARD OF $11,041 WITH THE CITY OF BRENTWOOD OBLIGATED TO CONTRIBUTE $1,227 IN MATCHING FUNDS, FOR A TOTAL GRANT AMOUNT OF $12,268, AND TO ACCEPT AND EXPEND THE FUNDS UPON GRANT APPROVAL.

WHEREAS, as the Omnibus Fiscal Year 2002 Appropriations Act provides grant money for the implementation of the Local Law Enforcement Grants (LLEBG) Program; and 

WHEREAS, the Bureau of Justice Assistance has been charged with administering the grants to local law enforcement agencies; and

WHEREAS, the City of Brentwood is eligible to receive a grant award in the amount of $11,041, with the City obligated to contribute $1,227, which will come from the City of Brentwood’s existing FY 2002-2003 budget; and

WHEREAS, all direct recipients are required to do the following:

1. Establish a five member advisory board that is charged with making non-binding recommendations for the proposed use of the funds.
2. Hold at least one public hearing regarding the proposed use of the funds.
3. Establish an interest earning trust account in which to deposit the program funds.
4. To submit quarterly financial reports regarding the status of the funds.
5. To expend the funds during a period not to exceed 24 months from the date provided.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the submittal of a grant application to the Bureau of Justice Assistance (BJA) for a direct award of $11,041, with the City obligated to contribute $1,227 in matching funds, for a total grand amount of $12,268, and to accept and expend these funds upon grant approval.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on October 8, 2002 by the following vote:
