Subject/Title: Authorize staff to temporarily close Fairview Avenue to northbound traffic from San Jose Avenue to Apricot Way for Sand Creek Road intersection for Sand Creek Road (Central), CIP Project No. 336-3061.

Approve a Resolution authorizing Staff to temporarily close Fairview Avenue to northbound traffic from San Jose Avenue to Apricot Way for Sand Creek Road (Central), CIP Project No. 336-3061.
Based upon the background information below, staff recommends that the City Council authorize the temporary closure of a portion of Fairview Avenue to northbound traffic for a period not to exceed three consecutive days for installation of the roadway intersection of Sand Creek Road with Fairview Avenue. Northbound traffic will be detoured at Balfour Road to the Highway 4 Bypass.
On August 28, 2001, the City Council authorized the City Manager to award a Construction Contract to Granite Construction Company to construct the central portion of Sand Creek Road (Central), CIP Project No. 336-3061.
In order to install the intersection of Sand Creek Road and Fairview Avenue, traffic routing on Sand Creek Road and Fairview Avenue must be changed. In order to prepare for this work, the Contractor is already using traditional traffic control methods to install all utility crossings, joint trench work, and roadway work to minimize the required time to complete the work. However, in order to completely reconstruct the existing intersection safely, it will be necessary to close a portion of Fairview Avenue to northbound traffic, southbound traffic will remain open. Once the new Sand Creek Road/Fairview Avenue intersection is completed, the Contractor will begin preparations to complete the Linden Avenue/Sand Creek Road intersection.
The Contractor will place warning signs throughout the connecting routes to warn motorists of the temporary closure. The City will review the Contractor’s traffic detour plans prior to commencement of construction and will notify the Police, Fire Department, and the public of this road closure. The City will work with the Contractor to notify residents and businesses of the proposed road closure dates and detour routes and will update the City’s Traffic Alert section on the web site. There will be no additional cost to the City for this work.
The funds for this work are through facility fees, are already included in the original contract price, and are included in the existing budget as approved in this year’s Capital Improvement Program 2002/03.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING CITY STAFF TO TEMPORARILY CLOSE FAIRVIEW AVENUE TO NORTHBOUND TRAFFIC FROM APRICOT WAY TO THE EXISTING SAND CREEK ROAD INTERSECTION FOR SAND CREEK ROAD (CENTRAL), CIP PROJECT NO. 336-3061.
WHEREAS, On August 28, 2001, the City Council authorized the City Manager to award a Construction Contract to Granite Construction Company to construct Sand Creek Road (Central), CIP Project No. 336-3061; and
WHEREAS, Granite Construction Company will be installing the new intersection of Fairview Avenue and Sand Creek Road for Sand Creek Road (Central) project; and
WHEREAS, the Contractor is using traditional traffic control methods to install all underground utilities to minimize the impact to traffic; and
WHEREAS, in order to complete the work safely it will be necessary to close Sand Creek Road/Fairview Avenue intersection to northbound traffic; and
WHEREAS, the City will notify the citizens and service providers prior to the road closure; and
WHEREAS, the detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes City Staff to temporarily close the Sand Creek Road/Fairview Avenue intersection northbound for 3 consecutive days to install the new intersection.
BE IT FURTHER RESOLVED that the City Engineer is authorized to determine when the road closure is to begin.
