Subject/Title: Closure of Certain Streets to Facilitate the Brentwood Arts Commission’s First Annual Day in the Park Art and Wine Festival

RECOMMENDATION Approve Resolution authorizing the temporary closure of certain
streets and temporarily establishing no parking restrictions and tow away zones in order to
facilitate the Brentwood Arts Commission’s inaugural Day in the Park Art and Wine Festival in
Brentwood City Park on October 12, 2002 and October 13, 2002.
PREVIOUS ACTION This is the first event of this type.
BACKGROUND The Brentwood Arts Commission is requesting a street and parking lot closure on October 11, 2002 from 6:30 p.m. to October 13, 2002 at 8:00 p.m. in order to facilitate this inaugural event, which is estimated to draw between 20,000 and 30,000 people.
The Art and Wine Festival in Brentwood City Park is a free admission, community event to be held at Brentwood City Park. The perimeter of the park will be outlined with a mesh type fencing material approximately 4 feet in height. Access to the park is open at all sidewalk entrances. The theme of this community event will be of the Victorian Era and will feature local and regional artists displaying and crafting various mediums and wares. Also featured will be a variety of foods, non-alcoholic beverages and a select grouping of beer and wine. The purpose of this event is to raise awareness of art in our community with proceeds going to benefit the community and help support art in the schools.
FISCAL IMPACT Police services for the Brentwood Arts inaugural Art and Wine Festival is estimated at $8,182. Police services should be billed to the Brentwood Arts Commission account.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE TEMPORARY CLOSURE OF CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW AWAY ZONES IN ORDER TO FACILITATE THE FIRST ANNUAL BRENTWOOD ARTS COMMISSION DAY IN THE PARK ART AND WINE FESTIVAL AT BRENTWOOD CITY PARK.
WHEREAS, the Brentwood Arts Commission is sponsoring the first annual Day in the Park Art and Wine Festival on October 12 and 13, 2002 between the hours of 10:00 a.m. and 5:00 p.m. at Brentwood City Park; and
WHEREAS, to accommodate the Art and Wine Festival, The Brentwood Arts Commission has requested the temporary closure of the following street and parking lot as follows:
• Maple Street from the east curb line of Second Street to its terminus at the Brentwood Library, including the Library parking lot from 6:30 p.m. on Friday 10-11-02 to 8:00 p.m. on Sunday 10-13-02.
• The Brentwood City Hall parking lot from 6:30 p.m. on Friday 10-11-02 to 8:00 p.m. on Sunday 10-13-02.
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for parades and local special events such as the Brentwood Arts Commission fundraiser when the closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; pursuant to Vehicle Code 22507, the City may prohibit parking on portions of streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651(b), (m), and (n), the City peace officers may remove by towing any vehicle from those portions of the street where parking is prohibited.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood that the Police Department is ordered to close the above mentioned streets, prohibit parking and establish a tow away zone from October 11, 2002, at 6:30 p.m. until October 13, 2002, at 8:00 p.m. for the Art and Wine Festival fundraiser on October 12 and 13, 2002.
