Subject/Title: Final Fire Study Report

RECOMMENDATION
Approve a Resolution adopting the July 2002 Final Report from Citygate Associates on Fire Suppression and Emergency Medical Services Master Plan for the City of Brentwood, and authorize the Mayor to send a letter to the Board of Supervisors requesting implementation of the recommendations contained within the Final Report.

PREVIOUS ACTION
On October 23, 2001, the City Council approved a contract with Citygate Associates, LLC to undertake a Comprehensive Fire Suppression and Emergency Medical Services Master Plan outlining the steps necessary to improve fire safety within Brentwood.

On February 12, 2002, by City Resolution No. 2469, the City of Brentwood entered into a contract of services with East Diablo Fire Protection District (EDFPD) to increase 24 hour Firefighter Crews from two firefighters to three firefighters.

On March 26, 2002, by City Resolution No. 2503, the Brentwood City Council passed a Resolution of Intention to establish CFD No. 2. In addition, City Council passed Resolution No. 2504, which was a Resolution to Incur Bonded Indebtedness.

BACKGROUND
The Board of Supervisors and Lafco are moving to consolidate the East County fire districts into a single fire district. This action is in response to their “Davis Report” which outlines East County fire service deficiencies. Consolidation of the districts is a minor cost saving measure, but will do little to improve fire service. The attached Citygate Report outlines additional steps that must be taken by the Board of Supervisors in order to improve fire service. Without these additional steps, Brentwood can expect no noticeable improvement in service due to consolidation.

The City Manager has had conversations with the City Manager of Oakley and Mr. Gary Hess representing Discovery Bay. Both individuals have stated they would be willing to co-sign a letter to the Board of Supervisors recommending the steps outlined in the Citygate Report.

FISCAL IMPACT
If properly implemented by the Board of Supervisors and Lafco, the result could be a savings of $400,000 per year to the General Fund now, and ultimately a savings of a present value of $800,000 per year to the General Fund.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD ADOPTING THE JULY 2002 FINAL REPORT FROM CITYGATE ASSOCIATES ON FIRE SUPPRESSION AND EMERGENCY MEDICAL SERVICES MASTER PLAN FOR THE CITY OF BRENTWOOD, AND AUTHORIZING THE MAYOR TO SEND A LETTER TO THE BOARD OF SUPERVISORS REQUESTING IMPLEMENTATION OF THE RECOMMENDATIONS CONTAINED WITHIN THE FINAL REPORT

WHEREAS, the City of Brentwood desires to increase fire protection service to its residents; and

WHEREAS, on October 23, 2001, the City Council approved a contract with Citygate Associates, LLC to undertake a Comprehensive Fire Suppression and Emergency Medical Services Master Plan outlining the steps necessary to improve fire safety within Brentwood; and

WHEREAS, on February 12, 2002, by City Resolution No. 2469, the City of Brentwood entered into a contract of services with East Diablo Fire Protection District (EDFPD) to increase 24 hour Firefighter Crews from two firefighters to three firefighters; and

WHEREAS, on March 26, 2002, by City Resolution No. 2503, the Brentwood City Council passed a Resolution of Intention to establish CFD No. 2. In addition, City Council passed an accompanying Resolution No. 2504, to Incur Bonded Indebtedness to assist in funding additional fire safety services.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Citygate Final Report for Fire Suppression and Emergency Medical Services Master Plan is hereby approved and the Mayor is hereby authorized to send a letter to the Board of Supervisors requesting implementation of the recommendations contained within the Final Report.
