Subject/Title: Temporary Road Closure - Chestnut Street from Sellers Avenue to Garin Parkway for approximately one month.

RECOMMENDATION
Authorize staff to temporarily close Chestnut Street from Sellers Avenue to Garin Parkway for 35 calendar days for the construction of utilities including a non-potable water line and Storm Drain Line A.

PREVIOUS ACTION
On May 28, 2002, the City Council adopted the 2002/07 Capital Improvement Program which includes both the non-potable waterline project and the Storm Drain Line A project as part of the active program.

BACKGROUND
The segment of construction from Sellers Avenue to Garin Parkway will be performed by William Lyon Homes as outlined in the Conditions of Approval for their development project. The work scheduled for construction includes of a non-potable waterline and Storm Drain Line A. In order to proceed in a timely manner, the closure of the roadway is the safest way possible to complete the required improvements. This work will greatly improve the drainage for the southeast portion of the City, as well as facilitate the distribution of the recycled water as mandated by the City's permit for the Wastewater Treatment Plant.

The developer will work with the City to notify the citizens who are the most impacted by the road closure. The means of notification will include mailing and affixing door hangers to each residence, publishing closure information in local papers indicating the proposed road closure and detour area, and updating the City's Traffic Alert section of the web site.

The detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction. The City Engineer will have the discretion of determining when to allow William Lyon Homes to proceed with the work and notifying both the Police and Fire Department of this closure.

FISCAL IMPACT
The funding for the non-potable waterline will derive from a reimbursement agreement between the Developer and the City. The Storm Drain Line A portion is reimbursable by the Contra Costa County Flood Control District.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE TEMPORARY CLOSURE OF CHESTNUT STREET FROM SELLERS AVENUE TO GARIN PARKWAY FOR 35 CALENDAR DAYS FOR THE CONSTRUCTION OF UTILITIES INCLUDING A NON-POTABLE WATER LINE AND STORM DRAIN LINE A.

WHEREAS, On May 28, 2002, the City Council adopted the 2002/07 Capital Improvement Program which includes both the non-potable waterline project and the Storm Drain Line A project as part of the active program; and

WHEREAS, the segment of construction from Sellers Avenue to Garin Parkway will be performed by William Lyon Homes, as outlined in the Conditions of Approval for its residential subdivision project; and

WHEREAS, the work scheduled for construction includes a non-potable waterline and Storm Drain Line A; and

WHEREAS, this work will greatly improve the drainage for the southeast portion of the City, as well as facilitate the distribution of the recycled water as mandated by the City's permit for the Wastewater Treatment Plant; and

WHEREAS, the developer will work with the City to notify the citizens and service providers who are the most impacted by providing at least five days prior to the road closure, notice of the Chestnut Street closure; and

WHEREAS, the detour plan for these improvements will be reviewed and approved by the City Engineer prior to construction.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood authorizes staff to temporarily close Chestnut Street from Sellers Avenue to Garin Parkway for a period of 35 calendar days to construct utilities, including a non-potable water line and Storm Drain Line A.

BE IT FURTHER RESOLVED that the City Engineer is authorized to determine when the road closure will begin.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 23rd day of July 2002 by the following vote:
