Subject/Title: Closure of Certain Streets to Facilitate the St. Albans Episcopal Church 75th Anniversary Celebration

RECOMMENDATION Adoption of the Resolution authorizing the temporary closure of certain streets and the temporary establishing of no parking restrictions and tow away zones in order to facilitate the St. Albans Episcopal Church 75th Anniversary Celebration to be held on Saturday, June 22, 2002.
PREVIOUS ACTION This is a 75th Anniversary Celebration.
BACKGROUND St. Albans Episcopal Church will be celebrating its 75th anniversary on Saturday, June 22, 2002. The Church has requested the street closure to be able to put inflatable jump houses and other activities for children on the closed street. The street is scheduled to be closed at 2:30 p.m. with the event beginning at 3:00 p.m. The event will end at 7:00 p.m. and the streets reopened at 7:30 p.m.
FISCAL IMPACT The total estimated cost for police services is $228.64. The amount would be taken out of the Police Department’s Special Events Account.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW AWAY ZONES IN ORDER TO FACILITATE THE ST. ALBANS EPISCOPAL CHURCH 75TH ANNIVERSARY CELEBRATION TO BE HELD JUNE 22, 2002.
WHEREAS, the St. Albans Episcopal Church will begin its 75th Anniversary Celebration on June 22, 2002 between the hours of 2:30 p.m. and 7:30 p.m.; and
WHEREAS, to accommodate the St. Albans Episcopal Church 75th Anniversary Celebration, it is requested that the following street be closed to traffic, no parking and tow aways zones established:
· Birch Street, from Second Street to Park Way (alley).
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for parades and local special events such as the St. Albans 75th Anniversary Celebration when the closing is necessary for the safety and protection of persons who are to use those portions of the streets during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651(b), (m), and (n), City peace officers may remove by towing any vehicle from those portions of the streets where parking is prohibited; and
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Police Department is ordered to close the above mentioned street, prohibit parking, and establish a tow away zone between the hours of 2:30 p.m. and 7:30 p.m. on Saturday, June 22, 2002.
