RECOMMENDATION 
Approve a Resolution to approve a contribution from the Redevelopment Agency of an amount not to exceed $10,000 to support a “Summertime in the Downtown” Concert Series. Authorize the City Manager to execute a contract with Prime Time Entertainment to organize and produce the concert series.

BACKGROUND
A fundamental component of the City’s continuing effort to improve the economic stimulation and revitalization of the Historic Downtown is to provide activities and venues to attract residents downtown, especially in the evenings. The ongoing Friday night concert series has been a great success, although due to the nature of a ticketed and fenced venue, the number of residents served is limited. 

Many cities, including Pleasanton, Walnut Creek and Concord, have free weekly concerts in their downtowns. The events have proven to be very popular and well attended. The entertainment provided tends to be comprised smaller and less known groups but a good time is had by those attending and the goal of bringing people downtown is accomplished. Downtown businesses also benefit from the added foot traffic generated. The proposed “Summertime in the Downtown” concert series will not replace the Friday night ticketed concert series, but rather be held on a Thursday evening.

The proposed “Summertime in the Downtown” Concert Series envisions a twelve-week series at the Gazebo in the Downtown Central Park featuring varied performers including a mix of Jazz, Oldies, Country, Cajun, Dixieland and possibly Classic Rock. The Parks and Recreation Department will manage the program and provide the necessary coordination with Public Works and the Police.


FISCAL IMPACT
A budget not to exceed $10,000 is proposed. The Redevelopment Agency has received a $6,500 proposal, attached, from Prime Time Entertainment to develop and program the concert series. There are, however, outstanding questions regarding additional sponsorship that may slightly increase that fee. The proposed budget also allows for yet to be determined costs that may be incurred by Public Works and Police. 

The $10,000 contribution would be funded by the Downtown Administration Fund 301, which will require an adjustment to the current budget for a few concerts occurring in the 2001-02 fiscal year, while the remainder of the contract will be budgeted in the 2002-03 fiscal year.

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BRENTWOOD APPROVING THE EXPENDITURE NOT TO EXCEED $10,000 FOR “SUMMERTIME IN THE DOWNTOWN” CONCERT SERIES TO SUPPORT, IMPROVE AND PRESERVE THE ECONOMIC STIMULATION AND REVITALIZATION OF THE DOWNTOWN AREA, AND AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A CONTRACT WITH PRIME TIME ENTERTAINMENT


WHEREAS, the City Council of the City of Brentwood (“City”) approved and adopted the Redevelopment Plan for the Brentwood (“Downtown”) Redevelopment Project on July 13, 1982, by Ordinance 333, as amended; and 

WHEREAS, the Redevelopment Agency of the City of Brentwood (“Agency”) is carrying out the Downtown Redevelopment Plan and in connection therewith adopted an Implementation Plan for the Downtown Project on March 28, 2000, by Resolution No. RA-15 in accordance with Health and Safety Code Section 33490; and

WHEREAS, the Agency desires to support, improve and preserve the economic stimulation and revitalization of the City’s Downtown Area. Furthermore, the Agency wishes to encourage the continuation and expansion of Downtown’s commercial, economic and recreational activities, and to support and implement business retention and attraction programs. 

NOW, THEREFORE BE IT RESOLVED by the Redevelopment Agency of the City of Brentwood as follows:

1. That the Agency hereby approves the contribution not to exceed $10,000 in support of “Summertime in the Downtown” concert series, and finds and determines that the contribution will be of benefit to the Downtown Project in that it supports, improves and preserves the economic stimulation and revitalization of the Downtown Project, and encourages and assists in the retention of existing businesses and attraction of new business in the Downtown area. 

2. That the Five-Year Implementation Plan identifies as projects, programs and expenditures for the five-year period from Fiscal Year 1999/00 through Fiscal Year 2003/04 the strengthening of the Downtown to make Brentwood a better place to live, work and conduct business; the creation of opportunities that will assist in providing a unique pedestrian environment in the Downtown; and to implement programs to support business retention and attraction.

3. That the Agency authorizes the Executive Director to execute a contract in an amount not to exceed $10,000 with Prime Time Entertainment to organize and produce the concert series
