REDEVELOPMENT AGENCY MEETING
Minutes of April 9, 2002

A regular meeting of the Redevelopment Agency of the City of Brentwood was called to order at 11:14 p.m. in the Community Center located at 730 Third Street, with Chairman McPoland presiding.

ROLL CALL
Present: Members Beckstrand, Gomes, Hill, Petrovich, Chairman McPoland
Absent: None

CITIZEN COMMENTS- None

CONSENT CALENDAR

1. Approve Minutes of March 26, 2002. 

2. Approve Resolution No. RA-43 awarding construction contract for Brentwood Boulevard Wastewater, a portion of CIP Project No. 592-5910, to Talus Construction, Inc. in the amount of $146,587. 

It was moved seconded by Hill/Gomes to approve Consent Calendar Items 1 and 2 as approved by staff. Motion carried unanimously.

NEW BUSINESS

3. Authorize the Executive Director to execute a Professional Services Agreement with Watry Design, Inc., to conduct a Downtown Parking Study. 

Gina Rozenski, Redevelopment Analyst, introduced the item and requested that Council enter into a Professional Services Agreement with Watry Design to conduct the Downtown Parking Study.

It was moved/seconded by Hill/Gomes to authorize the Executive Director to execute a Professional Services Agreement with Watry Design, Inc., to conduct a Downtown Parking Study. Motion carried unanimously.

4. Approve a Resolution approving and referring the Preliminary Report to affected taxing entities on the proposed amendments to the Redevelopment Plans for the merged Brentwood and North Brentwood Redevelopment Projects. 

Gina Rozenski, Redevelopment Analyst, stating that the purpose of the proposed amendment is to add the Sunset Area which is a 138-acre area and also to re-establish the Agency’s power of eminent domain in the Downtown Project Area and to extend the Agency’s eminent domain authority within the North Brentwood Project Area.

Member Petrovich commented that, as a property owner and not an Agency member, he opposed the restoration of the power of eminent domain


RESOLUTION NO. RA-44

RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BRENTWOOD REFERRING THE PROPOSED AMENDMENTS TO THE REDEVELOPMENT PLANS FOR THE MERGED BRENTWOOD AND NORTH BRENTWOOD REDEVELOPMENT PROJECTS AND DRAFT NEGATIVE DECLARATION THEREON TO THE PLANNING COMMISSION OF THE CITY OF BRENTWOOD AND REFERRING THE PROPOSED PLAN AMENDMENTS TO THE PROJECT AREA COMMITTEE FOR REPORT AND RECOMMENDATION

It was moved/seconded by Gomes/Beckstrand that the full reading of Resolution RA-44 be waived and that the same be adopted. Motion passed by the following vote:

AYES: Members Beckstrand, Gomes, Chairman McPoland
NOES: None
ABSENT: None
ABSTAIN: None

5. Approve a Resolution accepting and authorizing circulation of the Draft Negative Declaration Report on the proposed amendments to Redevelopment Plans for the merged Brentwood and North Brentwood Redevelopment Projects. 

Gina Rozenski, Redevelopment Analyst, gave a brief overview of the item.

Member Petrovich commented that, as a property owner and not an Agency member, he objected.

RESOLUTION NO. RA-45

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF BRENTWOOD ACCEPTING AND AUTHORIZING THE CIRCULATION OF THE DRAFT NEGATIVE DECLARATION REPORT ON THE PROPOSED AMENDMENTS TO THE REDEVELOPMENT PLANS FOR THE MERGED BRENTWOOD AND NORTH BRENTWOOD REDEVELOPMENT PROJECTS

It was moved/seconded by Gomes/Beckstrand that the full reading of Resolution RA-45 be waived and that the same be adopted. Motion passed by the following vote:

AYES: Members Beckstrand, Gomes, Chairman McPoland
NOES: None
ABSENT: None
ABSTAIN: None


6. Approve a Resolution referring the proposed amendments to the Redevelopment Plans for the merged Brentwood and North Brentwood Redevelopment Projects and the Draft Negative Declaration to the Planning Commission and referring the proposed amendments to the Project Area Committee.

Gina Rozenski, Redevelopment Analyst, gave a brief introduction to the item.

Member Petrovich commented that, as a property owner and not an Agency member, he objected.

It was moved/seconded by Gomes/Beckstrand that the full reading of Resolution RA-46 be waived and that the same be adopted. Motion passed by the following vote:

AYES: Members Beckstrand, Gomes, Chairman McPoland
NOES: None
ABSENT: None
ABSTAIN: None
