Subject/Title: Closure of Certain Streets to Facilitate the One Day at a Time Program Car Show Fundraiser

RECOMMENDATION Adopt a Resolution authorizing the closure of certain streets to facilitate the One Day at a Time Car Show Fundraiser on Sunday, May 19, 2002.
PREVIOUS ACTION This is the first Car Show Fundraiser that the One Day at a Time Program has sponsored.
BACKGROUND The One Day at a Time Program is requesting permission to close certain streets for the Car Show Fundraiser. It is expected to draw up to 300 participants. Johnny Rodriguez is the person in charge of the event and has already received permission to use City Park for the Show. He will receive permission from the Liberty Union High School District to use the student parking lot on Oak Street for a car hopping contest. Mr. Rodriguez is receiving assistance in the planning of this event by Street Low Magazine. The event will include both low rider type vehicles and hot rod type vehicles.
City Park will be fenced off, including the Maple Street extension. A portion of Oak Street will be closed, from Third Street east to the eastern edge of the Liberty Union High School property. City Hall parking lot will be closed. This will allow for participants to drive to the student parking lot for the car hopping competition and still remain in the event area. An entrance fee will be charged for participants and there will be an admission fee at the gate.
FISCAL IMPACT The One Day at a Time Program will pay for the costs of police services for this event. We will use police reserve officers whenever possible. The estimated cost for police services is $2,505.84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO FACILITATE THE ONE DAY AND A TIME PROGRAM CAR SHOW FUNDRAISER ON SUNDAY, MAY 19, 2002.
WHEREAS, the One Day at a Time Program will hold its First Annual Car Show Fundraiser on Sunday, May 19, 2002, which will attract great numbers of people to the community; and
WHEREAS, to accommodate the One Day at a Time Car Show Fundraiser, it is requested that the following streets be closed to traffic, no parking, and tow away zones be established between the hours of 4:00 a.m. and 7:00 p.m. on the day of the event:
· Maple Street east from Second Street including the Library parking lot.
· Oak Street from Third Street, including the intersection of Oak Street and Third Street, east to the eastern edge of the Liberty Union High School property (student parking lot).
· City Hall parking lot.
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local events such as the One Day at a Time Program Car Show Fundaraiser when the closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of the streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651(b), (m), and (n), City peace officers may remove by towing any vehicle from those portions of the street where parking is prohibited; and
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets, prohibit parking, and establish tow away zones between the hours of 4:00 a.m. and 7:00 p.m. on Sunday, May 19, 2002 for the One Day at a Time Program Car Show Fundraiser.
