Subject/Title: Closure of Certain Streets to Facilitate the Annual Spring to Life Fun Run

RECOMMENDATION Adopt a Resolution authorizing the closure of certain streets to facilitate the City of Brentwood Parks and Recreation Departmentís Spring to Life Fun Run on Saturday, April 27, 2002.

PREVIOUS ACTION The City of Brentwood has previously hosted as an annual event, the Spring to Life Fun Run. This is the second year that a street closure has been requested.

BACKGROUND The City of Brentwood Parks and Recreation Department is requesting permission to close certain streets for the Spring to Life Fun Run on April 27, 2002. It is expected to draw approximately 300 participants. Mac Kaiser is the person in charge of the event representing the Parks and Recreation Department. The run is scheduled to begin at 8:30 a.m. (streets close at 8:00 a.m.) and end at approximately 11:30 a.m. 

The Fun Run includes a 1 mile walk/run, a 5k walk/run, and a 10k run. The Fun Run will begin and end at City Park on Oak Street. The route for the Fun Run is from the City Hall parking lot west on Oak Street, south on First Street to Garin School, turnaround back north on First Street, east on Birch Street, north on Third Street (1 milers continue to City Park), east on Chestnut Street, north on Sellers Avenue for 10k runners, 5k south on Sellers Avenue (turnaround near Balfour Road and return to City Park), 10k west on Sunset Avenue (turnaround near Sunset Park and return to City Park). A map of the Fun Run is attached.

The City of Brentwood Parks and Recreation Department will attain the needed permits for conducting a portion of the Fun Run in the county jurisdiction. 

FISCAL IMPACT The cost of police involvement for last years event was $656.99. The Police Department will use police volunteers (BACUP), police explorers, community service officers, and reserve police officers whenever appropriate to help reduce the cost of the event.

A RESOUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD
AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO 
FACILITATE THE ANNUAL SPRING TO LIFE FUN RUN ON SATURDAY, 
APRIL 27, 2002.

WHEREAS, the City of Brentwood Parks and Recreation Department will sponsor the annual Spring to Life Fun Run on Saturday, April 27, 2002, which will attract a large number of participants; and 

WHEREAS, to accommodate the City of Brentwood Parks and Recreation Departmentís Spring to Life Fun Run, it is requested that the following streets be closed to traffic between the hours of 8:00 a.m. and 11:30 a.m. on the day of the event. 

* The City Hall Parking Lot.
* Oak Street from Third Street including the intersection of Oak Street and Third Street to First Street including the intersection of Oak Street and First Street.
* First Street to Garin School.
* Birch Street to Third Street to Chestnut Street including the intersection of Third Street and Chestnut Street.
* Chestnut Street from Third Street to Sellers Avenue including the intersection of Chestnut Street and Sellers Avenue.
* Sellers Avenue from Chestnut Street to Balfour Road.

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Spring to Life Fun Run when the closing is necessary for the safety and protection of persons who are to use those portions of the street during temporary closure; and 

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 8:00 a.m. and 11:30 a.m. on Saturday, April 27, 2002 for the annual Spring to Life Fun Run.
