RECOMMENDATION 
Approve the request from East Contra Costa County Homeless Animals’ Lifeline Organization (H.A.L.O.) for city co-sponsorship of the Fourth Annual Ramble ‘Round the Reservoir.

PREVIOUS ACTION
The City Council at its April 10, 2001, approved the request to co-sponsorship the Third Annual Ramble ‘Round the Reservoir.

BACKGROUND
The Fourth Annual Ramble ‘Round the Reservoir will take place Sunday, May 19, 2002, from 10:00 - 2:00 p.m. at Contra Loma Regional Park in Antioch. The purpose of this event is to increase awareness of animal welfare/rescue work and raise funds to educate the community and support H.A.L.O. sponsored activities. The city of Antioch and EBRPD have co-sponsored this event for the past three years. H.A.L.O is not requesting any funds; their intent is to use the City of Brentwood as a co-sponsor in hopes that the support will result in more exposure to the event.

Councilmember Hill requested more information about ECHO and other organizations that may come before the Council and request sponsorship.

Karen Kopps, HALO, stated that the mission of HALO is to improve the lives of companion animals through education and adoption opportunities. They will be helping to promote trail safety and the micro-chipping of animals, which will help locate the owners of lost pets more efficiently. 

It was moved/seconded by Gomes/Hill to approve City co-sponsorship with the City of Oakley and Antioch for the Third Annual Ramble “Round the Reservoir at Contra Loma” on Sunday, May 6th as sponsored by H.A.L.O. and E.C.H.O. Motion carried unanimously.

Dear Mayor and City Council:
We would like to invite you to participate in our Fourth Annual Ramble 'Round the Reservoir, Sunday, May 19, 2002, from 10:00-2:00 p.m. It takes place at Contra Loma Regional Park in Antioch. The purpose of this event is community education regarding animal welfare/ rescue work and to raise funds to support our programs.
Organizing efforts are still underway, but we are pleased to have confirmed that the following groups will participate with information tables: Amazing Greys (retired greyhound adoption group); Antioch Animal Services; Contra Costa East Guide Dog Raisers (will conduct Good Canine Citizen tests); Doggie Depot Pet Grooming; Pet Food Express; Pets Frolic Inn boarding; Therapy Pets. VIP Vaccine Service will provide low cost immunizations and micro chipping for $15. In addition, we will have demonstrations by the Antioch Police Canine Unit, K-9 Alert Dog Trainers and an agility demonstration by Karen Enriquez and her Australian shepherd, Skye. Karen will also guide participants and their dogs through agility equipment to assess their aptness. We have invited County Search and Rescue, County Animal Services, and the EBRPD Volunteer Trail Safety Patrol. We are awaiting confirmation of their participation.
Attendees register beginning at 10:00 a.m. and walk 2.5 miles around the reservoir. We encourage people to bring a lunch to enjoy during the demonstrations from noon to 2:00 p.m. We request a donation of $20 per person or $25 for two or more to help with our spay/neuter programs and other veterinary expenses, which constitute the majority of our program expenses. This donation is voluntary, as the event is open to the public and is held in the park. The park charges a $4 vehicle entry fee and $1 per dog fee.
The city of Antioch and EBRPD have co-sponsored this event for the past three years. We would like to come before the Brentwood City Council to request that you co-sponsor the event, as you did last year. We do not request any funds, but we appreciate the exposure you may give us as a result of your support.
