Subject/Title: Closure of Certain Streets to Facilitate the Immaculate Heart of Mary Church Holy Week Parade

RECOMMENDATION Adoption of the Resolution authorizing the closure of certain streets in order to facilitate the Immaculate Heart of Mary Church Holy Week Parade on Friday, March 29, 2002.

PREVIOUS ACTION The City of Brentwood has previously authorized the Immaculate Heart of Mary Church to hold their annual Holy Week Parade (Easter Pilgrimage, a Good Friday religious ceremony) which requires the closure of certain streets in Brentwood.

BACKGROUND The Immaculate Heart of Mary Church is requesting permission to hold their annual Holy Week Parade on Friday, March 29, 2002. It is expected that approximately 500 people will participate. In order to accommodate the number of people who will be attending the ceremony, they have requested certain streets be closed for the procession. The procession is scheduled to start at 7:00 p.m. (street closure at 6:30 p.m.) and end no later than 10:00 p.m. A certificate of insurance will be provided by the Church.

The person in charge of the event for the Church is Grace Bustos. The route for the event is the same route as last year, First Street from the front of the Veteran’s Hall, north to Pine Street, Pine Street to Second Street, Second Street to Maple Street, Maple Street to First Street. The procession will conclude at the Veteran’s Hall.

A map of the pilgrimage route is attached. The City Traffic Engineer has reviewed the procession route and traffic impact.

FISCAL IMPACT The cost of police involvement for last years event was $478.21. The Police Department will use police volunteers (BACUP) and police Explorers as appropriate to help reduce the cost. The Church will provide the needed barricades from a local vendor, furnish the “Street Closure” notices, and furnish the “Street Closure” signs. Barricades, Street Closure notices, and Street Closure signs will be placed by police personnel.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO FACILITATE THE ANNUAL IMMACULATE HEART OF MARY CHURCH HOLY WEEK PARADE ON FRIDAY, MARCH 29, 2002.

WHEREAS, the Immaculate Heart of Mary Church will hold their Annual Holy Week Parade on Friday, March 29, 2002, which will attract great numbers of people to the community; and 

WHEREAS, to accommodate the Immaculate Heart of Mary Church Holy Week Parade, it is requested that the following streets be closed to traffic between the hours of 6:30 p.m. and 10:00 p.m. on the day of the event.

· First Street from East Diablo Fire Station 54 to Pine Street, including the intersection of First Street and Pine Street.

· Pine Street from First Street to Second Street.

·Second Street including the intersection of Second Street and Pine Street to and including the intersection of Second Street and Maple Street.

· Maple Street from Second Street to First Street including the intersection of Maple Street and First Street.

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Immaculate Heart of Mary Church Holy Week Parade when closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; and 

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 6:30 p.m. and 10:00 p.m. on Friday, March 29, 2002 for the Immaculate Heart of Mary Church Holy Week Parade.
