RECOMMENDATION
Request that County Library staff increase Brentwood Library hours of operation from 48 hours per week to 56 hours per week and suggest that additional funding be spent on new books and programs.

PREVIOUS ACTION
On November 9, 1999 the City Council increased funding to the Library to increase hours and purchase more books.

BACKGROUND
The Brentwood Library is currently open 48 hours per week, including the 29 hours of service provided at all County library branches and 19 hours funded by the City of Brentwood.

In July, 2001, Mirant California announced a donation of $2 million to the Contra Costa County Library ($400,000 annually for 5 years) to improve library service in East County. In accepting the donation, the Board of Supervisors authorized the East Region Library Board to develop a plan to improve library service in East County. The East Region Library Board met in October 2001 and January 2002 and voted to allocate a portion of the Mirant California donation for additional hours of library service at the 5 East County libraries.

In August, 2001 the Board of Supervisors approved an allocation of $1.1 million to be used to increase library hours and $200,000 to purchase additional books and other library resources. The Board referred the item to the Public Managerís Association (PMA) to make recommendations concerning the allocation of funds. PMA met twice and agreed to a set of principles that were approved by the Board of Supervisors in November 2001. Library staff is now working with each city to implement this plan. Cities, such as Brentwood, that are currently contributing funds for additional hours are not required to contribute additional funds in order to receive additional funds from the County. However, these cities are required to continue their current level of contribution.

FISCAL IMPACT
These actions by the County will have no fiscal impact on the City, as our current level of funding to the Library will remain the same.
