RECOMMENDATION
Approve a Resolution authorizing the City Manager to execute a Design, Engineering, Estimating, and Project Management Contract with Pacific Gas and Electric (PG&E) in an amount not to exceed $50,000 for the undergrounding of the existing 21 kV Overhead Distribution Power Line along Lone Tree Way from Jeffrey Way to Fairview Avenue and authorizing the City Manager to approve change orders up to 10% of the contract amount for the Lone Tree Way Widening, CIP Project No. 336-3127.

PREVIOUS ACTION
On May 22, 2001, the City Council approved Resolution No. 2299 adopting the City’s 2001/2006 Capital Improvement Program that includes the Lone Tree Way Widening, CIP Project No. 336-3127.

BACKGROUND
The attached contract is for Pacific Gas and Electric (PG&E) to begin design, engineering, estimating, and project management for the undergrounding of the existing 21 kV Overhead Distribution Power Line along Lone Tree Way from Jeffrey Way to Fairview Avenue. This undergrounding is necessitated by the widening of Lone Tree Way. Once Council approves this agreement, PG&E can commence with all necessary design and engineering required to perform the undergrounding. When these plans are completed and an actual cost is determined to construct these improvements, staff will then bring another staff report to council requesting authorization to execute an actual cost agreement for the construction of these improvements. The scope of this project entails work within both the City of Antioch and the City of Brentwood Right-of-Way. It has been negotiated with the City of Antioch that the undergrounding impacts both cities (Jeffrey Way to Empire Avenue); and each city will contribute 50% of the total cost of improvements. In order to help expedite the processing of PG&E’s agreement, the City of Brentwood will pay $50,000 for design and engineering, and be reimbursed by the City of Antioch for their fair share.

FISCAL IMPACT
The funds for this work are through facility fees, which are included in the existing budget as approved in this year’s Capital Improvement Program 2001/2006. A portion of the cost of this work will be reimbursed through the Northwest Quadrant CIFP. An increase to the overall budget for CIP No. 336-3127 is not anticipated.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE A DESIGN, ENGINEERING, ESTIMATING, AND PROJECT MANAGEMENT CONTRACT WITH PACIFIC GAS AND ELECTRIC (PG&E) IN AN AMOUNT NOT TO EXCEED $50,000 FOR THE UNDERGROUNDING OF THE 21 kV OVERHEAD DISTRIBUTION POWER LINE ALONG LONE TREE WAY FROM JEFFREY WAY TO FAIRVIEW AVENUE FOR CIP PROJECT NO. 336-3127.

WHEREAS, on May 22, 2001, the City Council approved Resolution No. 2299 adopting the City’s 2001/2006 Capital Improvement Program that includes the Lone Tree Way Widening, CIP Project No. 336-3127; and

WHEREAS, the undergrounding of the 21 kV Distribution Power Line by Pacific Gas and Electric is part of this project as shown on the improvement plans.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute a Design, Engineering, and Estimating Contract with Pacific Gas and Electric for the Lone Tree Way Widening, CIP Project No. 336-3127, in an amount not to exceed $50,000 and further authorizes the City Manager to approve change orders up to 10% of the contract amount.
