Subject/Title: Reconsideration of conceptual park design for Balfour Road Park, CIP 522-5221 to include a community building

Reconsider whether space for a future community building should be considered as a part of the Balfour Road Park master plan.

The Council Park and Recreation subcommittee approved a conceptual site plan for the Aquatic Complex and surrounding park property in 1998. 

Once the Aquatic Complex started construction in October 1999, staff started working with RRM Design, one of the City’s contractual landscape architectural firms, to develop a master plan for the park. As the park serves as a buffer area for the pool, commercial pad, and Skate Park, the design was to support the existing uses and meet the needs of the neighborhood.

Two community meetings were held to solicit input from the neighborhood and community related to the types of use and amenities that should be designed in the park. The first meeting was held on February 5, 2000 at Brentwood Elementary School. RRM Design developed two conceptual plans from the input at this meeting. The second meeting was held on March 11, 2000 in the Council Chambers to review the two conceptual plans.

RRM Design prepared a final conceptual design and estimated budget as a result of this meeting. RRM Design presented the new design and budget to the Park and Recreation Commission at their March 30, 2000 meeting. The Commission reviewed the plan and made a recommendation to City Council to approve the design as the preliminary plan for the park. 

On April 11, 2000, City Council approved the City of Brentwood’s Family Aquatic Complex Neighborhood Park conceptual plan, as recommended by the Park & Recreation Commission, and directed staff to work with the architect to move the picnic area and volleyball courts closer to the Aquatics Complex.

On May 22, 2001 City Council approved Resolution No. 2299 adopting the 2001/2006 CIP Budget, which includes this project as CIP #522-5221.

On August 28, 2001, City Council confirmed the conceptual plan and authorized the City Manager to enter into an agreement with RRM Design Group for landscape architectural design services in the amount of $300,000 for Balfour Road Park.

On December 11, 2001, City Council requested to reconsider use of the park property for a youth oriented community center. City Council directed staff to have RRM Design Group hold their design work on the park and bring the item back for consideration at the January 22, 2002 City Council meeting.

Staff has been working with RRM Design to begin the construction document stage for Balfour Road Park, based on the master plan as approved by City Council on August 28, 2001. In recent months, the City Council Public Safety Subcommittee discussed possible sites for a Brentwood PAL youth facility. Additionally, there have been discussions about the possibility of a 30,000 square foot youth facility being built with the assistance of a private individual. In both instances, it has been suggested that Balfour Road Park may be a site for consideration.

Staff was asked to bring back the approved master plan of Balfour Road Park as approved by City Council, showing what a 30,000 square foot footprint would look like. RRM Design has provided a map that shows how big this footprint would be as a guide. There has been no attempt to determine where the footprint would be placed in the park, just a representative size.

Staff is looking for direction from City Council as to how to proceed with this reconsideration so that we can keep RRM Design moving forward with construction documents on the park as approved or to consider a re-design as directed by City Council.
