Subject/Title: Request financial support for the Brentwood Police Activities League (P.A.L.)

RECOMMENDATION
Approve a Resolution authorizing the City of Brentwood to participate in co-funding the P.A.L. program for the 2001/02 budget year by providing a $50,000 grant.

PREVIOUS ACTION
At its February 9, 1999, meeting, the council accepted P.A.L.’s 5 Year Budget Plan which included the City of Brentwood matching funds received from the John Muir/Mt. Diablo community Health Benefit Corporation for $15,000 for the 1999 budget and $35,000 for the 2000 budget.

Through the 2000/01 Budget process, the council accepted a P.A.L. grant of $50,000.

BACKGROUND
The Police Activities League (P.A.L.) was established in May of 1998, with a grant from the John Muir/Mt. Diablo Community Health Benefit Corporation, in the amount of $28,150. Additionally, upon establishing the P.A.L. program, the State PAL organization (CAL PAL) donated an additional $3,000. There have been various fundraisers and donations throughout the year making a total a budget for the first year of $37,277. This amount includes the City of Brentwood’s donation of $4,275 to hire part time workers from the high school.

On February 9, 1999, the Council accepted the City of Brentwood co-funding P.A.L. and supported the 5-Year Budget Plan. The council also approved the City of Brentwood matching $15,000 toward a $35,000 grant received from John Muir/Mt. Diablo Community Health Benefit Corporation for the year 1999. This prompted John Muir/Mt. Diablo Community Health Benefit Corporation to fund P.A.L. in the amount of $24,000 for 1999.

John Muir/Mt. Diablo community Health Benefit Corporation’s commitment for the year 2000 was to fund the P.A.L. program in the amount of $15,000 when the City of Brentwood matched that amount with $35,000.

Each time this program came to Council a 5-Year PAL Budget of anticipated revenue income for the program, was attached but never approved by the City of Brentwood with a resolution. In the budget process for 2001/02 no funds were budgeted. The PAL program has called for funds of $50,000. Staff requests Council’s direction and a resolution for these funds if acceptable to council.

RESOLUTION NO. 

RESOLUTION AUTHORIZING THE CITY OF BRENTWOOD TO PARTICIPATE IN CO-FUNDING THE P.A.L. PROGRAM FOR THE 2001/02 BUDGET YEAR BY PROVIDING A $50,000 GRANT.


WHEREAS, pursuant to Council acceptance on February 9, 1999 for the City of Brentwood to co-fund P.A.L. and in support of the 5-Year Budget Plan. Through the 2000/01 budget process, the council accepted a P.A.L. grant of $50,000, but a resolution was never approved by the City of Brentwood. As such, no funds were budgeted for P.A.L.

WHEREAS, the P.A.L. program has called for funds from the City of Brentwood in the amount of $50,000.

NOW, THEREFORE, BE IT RESOLVED by the City of Brentwood as follows: 

Section 1. The council approves a resolution for a $50,000 P.A. L. grant.
Section 2. This resolution shall take effect from and after its adoption.
