Subject/Title: Extension of the Abandoned Vehicle Abatement until April of 2012

Recommendation: Pass Resolution supporting the extension date of the Abandoned Vehicle Service Authority program.
Previous Action: In 1999 the City Council approved supporting the extension date for the Abandoned Vehicle Service Authority.
Background: Since 1994, the City of Brentwood has collected $90,484 as its portion of the Abandoned Vehicle Abatement Service Authority monies. The funds received from this program have been used to pay for a portion of one of the Community Service Officer’s wages, purchase a new vehicle and the equipment necessary to carry out the required duties. When this bill sunsets, the money will no longer be collected by the State (a $1 surcharge on each registered vehicle), leaving all cooperating cities responsible for the towing, storing and disposal of abandoned vehicles.
Fiscal Impact: Without the State money, the City of Brentwood will be responsible for the expenses incurred during the towing, storing and/or disposal of abandoned vehicles.
A Resolution of the City Council of the City of Brentwood Authorizing the Extension of the Abandoned Vehicle Abatement Program until April 2012
Whereas, the Cities and County of Contra Costa Abandoned Vehicle Service Authority (CCCAVSA) was formed in 1991; and
Whereas, the CCCAVSA program has contributed $90,484 and allowed for the abatement of numerous abandoned vehicles in Brentwood; and
Whereas, the CCCAVSA program is set to expire in April 2002; and
Whereas, the legislation allows for an extension of the program with the approval of the County and a majority of the cities comprising a majority of the population of the incorporated areas; and
Whereas, it is desirable to the City of Brentwood to have the program continue,
Now, therefore, be it resolved that the City Council of the City of Brentwood supports the extension of the CCCAVSA program until April of 2012.
