RECOMMENDATION Discussion and approval of Park and Recreation Commission recommendation for conceptual plan of Sunset Park Expansion (CIP Project No. 522-5201).

PREVIOUS ACTION The City Council approved Resolution No. 2211 at the regular meeting of December 12, 2000, amending the Sunset Park Master Plan and Expansion Project, CIP Project 522-5201 to finance the project from Quimby Fees which includes expenses for the development of a master plan.

The City Council authorized the City Manager to enter into agreement with Abey / Arnold Associates, Landscape Architects to provide Park Master Planning services for the 37 acre Sunset Sports Complex, CIP Project 522-5201, at the regular meeting on April 24, 2001. Additionally, City Council approved the formation of a subcommittee including City Council representatives, Park and Recreation Commission representatives and user group representatives to work on the development of the conceptual design. 

BACKGROUND As a result of the April 24, 2001 City Council action, staff moved forward and established the approved subcommittee. This subcommittee has included Councilmembers Bill Hill and Pete Petrovich, Park and Recreation Commissioners Lanny Brown and Jan Melloni, and representation from the East Diablo Youth Soccer League, Pony Baseball and the City of Brentwood, Parks and Recreation Department’s youth and adult sports leagues. Four subcommittee meetings were held to discuss the various aspects of the concept design. These meetings and the design development were facilitated by Peter Arnold of Abey/Arnold Associates. 

After presentation and discussion of the concept design and budget at the fourth subcommittee meeting, the subcommittee agreed to send the attached concept design to the Park and Recreation Commission for review and approval.

At the October 25, 2001, Park and Recreation Commission meeting, Peter Arnold of Abey/Arnold Associates presented the concept plan. After discussion, the Commission voted to recommend the plan to the City Council for approval.

After discussion and approval of the concept plan and review of the budget by City Council, staff will return to Council with a proposal from Abey/Arnold Associates for the development of construction documents for this project. 


FISCAL IMPACT Planning and design costs of $200,000 have been budgeted in CIP Project No. 522-5201 for Year 2001/02 with an additional $1,630,000 budgeted for construction. Construction will not be scheduled to begin until early Spring 2003 after the existing waste water treatment ponds are removed.
