RECOMMENDATION
Approve a Resolution authorizing the City Manager to execute an Actual Cost Contract with Pacific Gas and Electric (PG&E) in an amount not to exceed $470,771 for the relocation of the existing 22” high-pressure gas line across Sand Creek west of Fairview Avenue and authorizing the City Manager to approve change orders up to 10% of the contract amount for CIP Project No. 336-3061.

PREVIOUS ACTION
On October 10, 2000, and February 13, 2001, Council authorized the City Manager to execute Design Contract Change Orders with Carlson, Barbee & Gibson (CBG) to include design changes and additions to their contract for Sand Creek Road (Central), CIP Project No. 336-3061.

On August 28, 2001, Council authorized the City Manager to award a contract to Granite Construction Company to construct the central portion of Sand Creek Road.

On October 23, 2001, Council authorized the City Manager to execute a Design Change Order with Carlson, Barbee & Gibson for construction staking and to enter into professional services agreements with Biggs Cardosa Associates, Inc. and Construction Materials Testing for inspection and testing services for Sand Creek Road (Central) CIP Project No. 336-3061.

BACKGROUND
The attached contract is for Pacific Gas and Electric (PG&E) to relocate the existing 22” high-pressure gas line (Line 114) across Sand Creek. This relocation is necessitated by the construction of Sand Creek Road crossing of Sand Creek immediately west of Fairview Avenue. This work cannot begin until May 1, 2002 because of limitations included in the Fish and Game permit issued for the project, which preclude work in the creek between October 1 and April 30. This work must be completed prior to constructing the bridge and will be the first order of work within Sand Creek next spring.

FISCAL IMPACT
The funds for this work are through facility fees, which are included in the existing budget as approved in this year’s Capital Improvement Program 2001/2002. An increase to the overall budget for CIP 336-3061 is not anticipated.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE AN ACTUAL COST CONTRACT WITH PACIFIC GAS AND ELECTRIC (PG&E) IN AN AMOUNT NOT TO EXCEED $470,771 TO RELOCATE AN EXISTING 22” HIGH-PRESSURE GAS LINE ACROSS SAND CREEK WEST OF FAIRVIEW AVENUE FOR CIP PROJECT NO. 336-3061


WHEREAS, on October 12, 1999, the City Council approved the Design Contract with Carlson Barbee and Gibson for the Sand Creek Road (Central) Project, CIP Project No. 336-3061; and

WHEREAS, on May 22, 2001, the City Council approved Resolution 2299 adopting the City’s 2001/2006 Capital Improvement Program that includes the Sand Creek Road (Central) Project; and

WHEREAS, on August 28, 2001, Council authorized the City Manager to award a contract to Granite Construction Company to construct the central portion of Sand Creek Road; and

WHEREAS, the relocation of the 22” high-pressure gas line by Pacific Gas and Electric Company is part of this project as shown on the approved improvement plans.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Manager to execute an Actual Cost Contract with Pacific Gas and Electric for the Sand Creek Road (Central) Project, CIP Project No. 336-3061, in an amount not to exceed $470,771 and further authorizes the City Manager to approve change orders up to 10% of the contract amount.
