RECOMMENDATION 
Passage of a resolution approving the East Contra Costa County Bikeway Plan.

BACKGROUND
TRANSPLAN is the regional transportation planning committee for East County, serving to coordinate transportation planning and projects among East County jurisdictions. The East Contra Costa County Bikeway Plan was developed using information provided to TRANSPLAN from staffs of each jurisdiction. In Brentwood, staff from the Engineering, Planning, and Parks and Recreation Departments have worked with TRANSPLAN staff over the last eight months on the development of the Brentwood portion of this plan in consistency with the draft City of Brentwood Parks, Trails and Recreation Master Plan. This input, together with suggestions from the regionís bicycle advocacy community and trail users groups, helped TRANSPLAN create a bikeway plan that lays out a comprehensive long-range blueprint for a bicycle network that will provide both on-street and off-street connections throughout East County. 

The Bikeway Plan is also intended to provide East County jurisdictions with eligibility to apply for state bikeway grants from Caltransí annual State Bicycle Transportation Account (BTA). This annual grant program will only award grants to bikeway projects that are included in an adopted bikeway plan. The Parks and Recreation Department has been working with the Bicycle Committee on an update to the City of Brentwood Bicycle Plan and until it is approved and adopted, inclusion in the East Contra Costa County Bicycle Plan will permit the City to apply for grant funding. 

On August 9, 2001, the TRANSPLAN Committee adopted the attached East Contra Costa County Bikeway Plan. Local approval of the East Contra Costa County Bikeway Plan must be obtained for TRANSPLAN to complete this process. On September 27, 2001, the Brentwood Park and Recreation Commission reviewed and approved the East Contra Costa Bikeway Plan and recommended it be forwarded to the City Council for their approval. Resolutions of approval from all five East County jurisdictions, in addition to approval from the Contra Costa Transportation Authority and Caltrans, must be obtained by December, if the city is to be eligible for the upcoming grant cycle. 

FISCAL IMPACT
There is no specific matching funds requirement if awarded grant funding through the 2002/2003 Transportation Development Act (TDA) program, however project(s) submitted for consideration will rate a higher score if there are matching funds available. Sufficient funds are budgeted in the Trails Project, CIP 522-5212 to cover any matching funds necessary. There will be normal annual maintenance costs for any bikeway project constructed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE EAST CONTRA COSTA COUNTY BIKEWAY PLAN

WHEREAS, the East Contra Costa County Bikeway Plan (Bikeway Plan) was developed using information provided to TRANSPLAN from staffs of each jurisdiction in the region as well as the regionís bicycle advocacy community and trail users groups; and 

WHEREAS, the Bikeway Plan lays out a comprehensive long-range blueprint for a bicycle network that will provide both on-street and off-street connections throughout East County; and

WHEREAS, the Bikeway Plan will provide East County jurisdictions with eligibility to apply for state bikeway grants from Caltransí annual State Bicycle Transportation Account (BTA) as well as other sources of funding; and

WHEREAS, the TRANSPLAN Committee adopted the attached East Contra Costa County Bikeway Plan on August 9, 2001; and 

WHEREAS, approval of the Bikeway Plan is also required of each of the local jurisdictions included in the Bikeway Plan before the Contra Costa Transportation Authority and Caltrans can approve it; and

WHEREAS, on September 27, 2001, the Brentwood Park and Recreation Commission reviewed and approved the East Contra Costa County Bikeway Plan and recommended it to the City Council for their approval.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood approves the East Contra Costa County Bikeway Plan.
