Subject/Title: Closure of Certain Streets to Facilitate the 2001 Brentwood Chamber of Commerce Holiday Parade and Fourth Annual Christmas Tree Lighting Ceremony

RECOMMENDATION
Adoption of Resolution authorizing the temporary closure of certain streets and the temporarily establishing no parking restrictions and tow away zones in order to facilitate the 2001 Holiday Parade and Fourth Annual Christmas Tree Lighting Ceremony to be November 24, 2001.

PREVIOUS ACTION
Historically, the City has authorized the Brentwood Chamber of Commerce to hold its annual Holiday Parade through downtown Brentwood. In addition, the City has authorized maintaining a portion of the parade route closed for the annual Christmas Tree Lighting Ceremony.

BACKGROUND
For the past several years, the Brentwood Chamber of Commerce has been having an annual Holiday Parade through downtown Brentwood. This year the Holiday Parade is scheduled for Saturday, November 24, 2001 starting at 2:00 p.m. and ending at approximately 4:00 p.m. The road closure begins at 1:00 p.m.

The Holiday Parade encompasses all of First Street from Garin School to Pine Street, Pine Street to Second Street, Second Street to Oak Street to Third Street. This route encompasses all of downtown and connecting streets. Due to the vast area covered by the parade, the Police Department each year requests the closure (as authorized by section 21101(e) of the California Vehicle Code) of all impacted streets. The Police Department with the assistance of the City Traffic Engineer, has requested an Encroachment Permit from the California Department of Transportation. The permit allows the City to close certain streets at Brentwood Blvd. (Highway 4) that are directly affected by the parade. 

In addition to the parade, the Brentwood Chamber of Commerce is requesting that the intersection of Oak Street and Second Street remain closed from the conclusion of the parade until 6:00 p.m. on the same day. The request is to facilitate the Fourth Annual Christmas Tree Lighting Ceremony to be held at the City’s Christmas Tree on the southwest corner of City Park.

Attached is a map outlining the parade route and the streets that will be affected.

FISCAL IMPACT
The total estimated cost of providing city services for the Brentwood Chamber of Commerce Holiday Parade and Christmas Tree Lighting Ceremony is $3,625. The Police Department will deploy Reserve Officers, Community Service Officers, BACUP volunteers, and Explorers where appropriate, to reduce personnel costs. 

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW AWAY ZONES IN ORDER TO FACILITATE THE 2001 BRENTWOOD CHAMBER OF COMMERCE HOLIDAY PARADE AND THE FOURTH ANNUAL CHRISTMAS TREE LIGHTING CEREMONY, TO BE HELD ON NOVEMBER 24, 2001.

WHEREAS, the Brentwood Chamber of Commerce will be holding their annual Holiday Parade on November 24, 2001, an event of great local significance which attracts great numbers of people to the community; and,

WHEREAS, to accommodate the 2001 Brentwood Chamber of Commerce Holiday Parade, it is requested that the following streets be closed to traffic and no parking and tow away zones be established between the hours of 1:00 p.m. and 4:00 p.m. on the day of the parade:

· Pine Street from First Street to Second Street
· First Street from Fir Street to Pine Street
· Birch Street from First Street to Third Street
· Oak Street from Second Street to Third Street
· Second Street from Oak Street to Brentwood Blvd.
· Fir Street from Brentwood Blvd. To First Street
· Third Street from Oak Street to Birch Street

Additionally, the following streets will be closed to traffic:

· Oak Street from Brentwood Blvd. to Third Street
· Maple Street from Brentwood Blvd. to the east end of Maple Street
· Second Street from Oak Street to Birch Street
· Chestnut Street from Brentwood Blvd. to Third Street
· Delta Avenue
· Rolando Avenue
· Cesa Avenue

WHEREAS, additional street closures will be required to accommodate the Fourth Annual Christmas Tree Lighting Ceremony, the following streets will remain closed from the conclusion of the Holiday Parade to 6:00 p.m.

· Second Street starting 210 feet north of Oak Street to include the intersection of Oak Street and Second Street
· Oak Street from Midway Alley to Parkway Alley

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the 2001 Brentwood Chamber of Commerce Holiday Parade and Fourth Annual Christmas Tree Lighting Ceremony, when the closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651 (b), (m), and (n), City peace officers may remove by towing any vehicle from those portions of the street where parking has been prohibited. 

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood that the Police Department is ordered to close the above mentioned streets, prohibit parking and establish a tow away zone between the hours of 1:00 p.m. and 4:00 p.m. for the parade on November 24, 2001.
