All matters listed on the consent calendar are considered routine in nature and will be enacted by one motion. If discussion is required, that particular item will be removed from the consent calendar and will be considered separately.

  2. Second reading and adoption of Ordinance 691 amending Planned Development Number 35 to create development standards for Tentative Subdivision Map 8281. (M. Oshinsky, J. Zilm)

  3. Second reading and adoption of Ordinance 692 amending Planned Development 42 generally located west of Brentwood Boulevard and south of Sand Creek Road. (M. Oshinsky, D. Hill)

  4. Second reading and adoption of Ordinance 693 prezoning the former Brentwood Rod & Gun Club site, east side of Concord Avenue south of Balfour Road. (M. Oshinsky, M. Leana)

  5. Approve Resolutions adjusting California Public Employees’ Retirement System (CalPERS) Health Benefits Employer Contribution. (J. Elam/P. Standley)

  6. Approve a Resolution approving the East Contra Costa County Bikeway Plan. (C. Bronzan/K. Wahl/J. Hansen)

  7. Approve a Resolution authorizing the submittal of a grant proposal to the California Department of Forestry & Fire Protection for the Proposition 12 Urban and Community Forestry Program. (C. Bronzan/ K. Wahl/K. DeSilva/J. Hansen)

  8. Approve a Resolution authorizing the submittal of a grant proposal to the California Integrated Waste Management Board for the Waste Tire Playground Cover Grant Program. (C. Bronzan/ K. Wahl/J. Hansen)

  9. Approve Park & Recreation Commission recommendation to consider Proposition 12 State Park Bond Act Funds for use at City Park (C. Bronzan).

  10. Approve a Resolution authorizing the City Manager to execute Program Supplement Agreement No. 004-M to Administering Agency-State Agreement No. 04-5300 for reimbursement of costs for construction and construction engineering for the Lone Tree Way Overlay/Improvements Project, CIP Project No. 336-3130.   11. Approve a Resolution accepting all public improvements for maintenance for Subdivision No. 8066, Campanello Unit #1, Centex Homes, located south of Continente Avenue and west of Walnut Boulevard. (J. Stevenson/D. Boskovic)

  12. Authorize the City Manager to sign a contract with CityGate Associates for a Fire Master Plan. (J.Elam)

  13. Approve a Resolution authorizing the closure of certain streets to facilitate the Brentwood Chamber of Commerce Annual Holiday Parade and Christmas Tree Lighting Ceremony (L. Shaw/B. Strock).

  14. Approve a Resolution authorizing the City Manager to execute a Design Change Order with Carlson, Barbee & Gibson for construction staking and to enter into Professional Service Agreements with both Biggs Cardosa Associates, Inc. in the amount of $44,000 for structural inspection and with Construction Materials Testing, Inc. in the amount of $100,000 for materials testing services for Sand Creek Road (Central), CIP Project No. 336-3061.   15. Approve a Resolution authorizing the closure of certain streets to facilitate the First Annual Contra Costa County Firemen’s Trust Fund Benefit. (L. Shaw/B. Strock)

PUBLIC HEARINGS
Persons addressing the Council are asked to file their name and address with the Mayor on the form provided at the podium. The Council may adopt reasonable regulations at the onset of the public hearing to facilitate public testimony. These regulations may include time limits. In the absence of such regulations, the public hearing shall follow the protocol for Citizen Comments.

  1. Consideration of requests for three residential allocations under the Residential Growth Management Program (RGMP). (M. Oshinsky/E. Nolthenius)

  2. Approve a Resolution certifying the Fairview Avenue/Lone Tree Way realignment Environmental Impact Report (EIR) and approving the general realignment of Fairview Avenue related to the Northwest Quadrant Infrastructure (CIP Project No. 336-3127) and CIFP 2001-1. (J. Stevenson)

  3. Consideration of an Ordinance amending Title 15.07 of the Municipal Code pertaining to the Floodplain Management Program. (M. Oshinsky/L. Kidwell)

NEW BUSINESS

  1. Conflict of interest issues regarding City Council Members in relationship to proposed Redevelopment Plan Amendment process. (G. Rozenski)

  2. Approve a Resolution determining that formation of a Project Area Committee is necessary for the Proposed Amendment to the Brentwood and North Brentwood Redevelopment Plans, and approving and adopting procedures for the formation and election of a Project Area Committee. (G. Rozenski)
