Subject/Title: Informational report regarding joint use meeting of user groups for Brentwood Family Aquatic Complex

Informational report only.

PREVIOUS ACTION 
On August 14, 2001, City Council directed staff to meet with the four main non-City program user groups to determine a shared usage of the complex. On August 28, 2001, staff began the process by meeting with representatives from Liberty High School District, Aquaknights and Dolphin swim teams. The representative of the Terrapins swim team was not able to attend but had contacted staff regarding their requests.

BACKGROUND 
On Labor Day weekend of 2000, the Brentwood Family Aquatic Complex opened its gates to the public for a free holiday weekend. Through August 31, 2001, 38,675 patrons have enjoyed themselves at the pool.

During our first season of use, staff met with and coordinated the use of the facility with the Liberty High School water polo and swim teams to accommodate their practice and games schedule. We also coordinated practices and meets with the Dolphins, Terrapins and meets with the Aquaknights. Staff has continued to massage the City’s usage to allow the various user requests to work for their needs and impact the public’s use as little as possible. 

On August 28, 2001, staff met with the user groups to discuss their requests for time in the pool, when sharing time is possible, game and meets schedules, deadlines for games and meet schedules and working with the school districts for use of the Liberty High School Pool as a second location. Staff also informed the users that their requests would be reviewed twice a year, in six-month intervals and that the City was undertaking a fee study, which may affect the current rates being charged.

The following are the highlights of the August 28th meeting:

· Current approval, with the exception of swim meets, would be through January 2002. During the interim, staff will be reviewing the best course for an equal “give and take” amongst the groups. 
· Staff also informed the user groups that another meeting would be scheduled to discuss spring/summer usage, before those seasons started and when the teams had a better understanding of the time they would need.
· City use will share competition pool during recreation swim, and will cancel Wednesday night lap swim to accommodate Liberty league meets/matches.
· Liberty High will reduce daily practice time to one and one-half hours and will share competition pool from 5:00 p.m. – 6:00 p.m. with City’s recreation swim.
· Terrapins will share competition pool with lap swim program and will work around High School use.
· Dolphins/Aquaknights – no use requested at this time for practice, but have been allocated swim meet dates for 2002, along with Terrapins.
