Mr. Frank Carrabello has requested to discuss with the City Council the issue of barking dogs. His attached email, I think, is pretty self-explanatory. This is an issue that continues to come up that we do not have any general policy on.
The City Clerk has secured a number of ordinances for other cities on this if the City Council is interested.

Subject: My Neighborhood
I wasn't sure if this was the department I should notify, but if not I
would appreciate your forwarding this e-mail to the appropriate person
or department. My name is Betsy Carrabello and I live with my husband
and two children at 116 Windmill Court in Brentwood. We have lived here
going on 10 years. Over the last couple of years I have put up with the
increase in the noise in the neighborhood, and specifically I am talking
about the barking dogs. My neighbors themselves are not noisy it is
their pets that make all the racket. I feel like I live in a kennel and
the dogs seem to bark incessantly at times. I have called the police on
occasion when we want to keep our windows open and can't get to sleep
because the dogs are barking. Every morning I am awoken at around
6:00a.m. by the dogs. I don't even need to set my alarm!
The neighbors that have the dogs are directly behind me on Sweet grass,
their next door neighbor and my next door neighbor on Windmill. They
have two dogs each, so if they all bark at once you can imagine how loud
and annoying it is.
I have a dog as well and if he barks when we are home (rarely) we make
him shut up. My neighbors do absolutely nothing to quiet their animals.
I hope that you can do something about this problem. We have discussed
moving it is so bad.
