Subject/Title: Approve the Removal of Sycamore Trees in Garin Ranch Subdivision and Replace with Chinese Hackberries

RECOMMENDATION 
Review and approve the removal of Sycamore trees in the Garin Ranch Subdivision and replace with Chinese Hackberries before extensive damage occurs in the future to city sidewalks and residential properties.

PREVIOUS ACTION
The City Council was asked to implement a street tree program at its February 22, 2000 regular Council meeting and directed staff to move forward with replacement of mature or heritage trees in older residential areas; and removal/replacement of developer installed street trees in newer residential development.

BACKGROUND
The City is working on a street tree program to remove potential trees that will cause or have caused damage to city sidewalks, such as in the Claremont, Sherwood and Pippo area. Staff has identified Garin Ranch as a potential area for extensive damage to occur to sidewalks and residential property. There is evidence that the Sycamore trees are causing damage to properties and sidewalks on Redhaven Drive right now and it would benefit the city to address this issue before the damage becomes more extensive. If we do not address the situation soon, the cost of sidewalk and tree replacement could reach up to $100,000. If we take a proactive approach now by removing the Sycamore trees and replacing them with Chinese Hackberries, the City’s costs would be approximately $8,600. We are recommending replacing the Sycamores with Chinese Hackberries. These trees are fast growing and at maturity will reach 40 feet in canopy size and have deep roots, thus eliminating the damage to the sidewalks.


ATTACHMENT 

The following is an estimate of what sidewalk repairs and the Sycamore tree removal on Redhaven Dr. will cost now compared to what it would cost the City in 5 to 10 years from now. There are a total of 74 trees that need to be replaced.

To replace now:

LABOR
74 small to medium sized trees
One tree takes 30 minutes at $140 per hour $5,180

TREES
Cost of 74 new trees at $39.00 per tree $3,117

IRRIGATION
Cost of irrigation repairs $ 250 (estimate)

TOTAL COST $ 8,547

To replace 5 to 10 years from now:

LABOR
One tree will take approx. 2-3 hours at $140 per hour $ 26,000

CONCRETE
10,000 sq. ft. sidewalk at today’s price of $7.00 sq. ft. $ 70,000

TREES
Cost of 74 trees at today’s price of $39.00 per tree $ 3,117

IRRIGATION
Cost for irrigation repairs $ 500 (estimate)

TOTAL COST $ 99,517

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE REMOVAL OF SYCAMORE TREES AT GRAIN RANCH AND REPLACE WITH CHINESE HACKBERRIES


WHEREAS, the City of Brentwood has implemented a street tree maintenance program, which includes a proactive effort to minimize the City’s street tree costs now and in the future, and

WHEREAS, the City of Brentwood Public Works staff has identified an area in Garin Ranch that will pose substantial future costs to its department if action is not taken soon, 

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood authorize the City Manager to direct staff to remove 74 Sycamore trees on Redhaven Drive in Garin Ranch and replace them with Chinese Hackberries with cost not to exceed $10,000.
