Approve the purchase of an upgrade to the current Utility Billing software package not to exceed $75,000.
The Utility Billing Department has been using a DOS based software package, TAABS, for the billing of water, sewer and garbage. The TAABS company, now owned by Invensys, has a Windows based software program called Inhance that has been written specifically for water, sewer and garbage billing. Since we are current customers, we have been offered the upgrade to Inhance at a substantial discount. The new system will allow staff to generate more thorough reports and provide more detail to the customer on the monthly Utility bills.
Complete implementation is estimated at four (4) to six (6) months after Inhance receives a completed order with all required information.

Approval of this is being requested to insure implementation as soon as possible in the new fiscal year. The cost of the Inhance software package has been included in the Utility Billing 2001/2002 budget. The cost has been allocated equally between the three enterprises: Water, Sewer and Solid Waste.
