Subject/Title: Closure of Certain Streets to Facilitate the Brentwood Chamber of Commerce’s Annual Cornfest

RECOMMENDATION 
Adoption of Resolution authorizing the closure of certain streets and temporarily establishing no parking restrictions and tow away zones in order to facilitate the Chamber of Commerce’s Cornfest 2001 to held July 13, 14, and 15, 2001.

PREVIOUS ACTION
Historically, the City has approved sponsorship and has authorized the Brentwood Chamber of Commerce to hold the Cornfest since 1992.

BACKGROUND
The Brentwood Chamber of Commerce is requesting the closure of certain streets as noted on the attached Resolution for Cornfest 2001. The Chamber of Commerce has sponsored the event for nine years. 

This year the Cornfest would be open to the public Friday, July 13, 2001 between the hours of 5:00 p.m. and 10:00 p.m., Saturday, July 14, 2001 between the hours of 10:00 a.m. and 11:00 p.m., and Sunday, July 15, 2001 between the hours of 10:00 a.m. and 6:00 p.m.

Greg Robinson is the Brentwood Chamber of Commerce Chairperson for Cornfest 2001.

The Pyrotechnical Show is planned for Saturday, July 14, 2001 at about 9:30 p.m. The Cornfest Committee will work with the Liberty Union High School District on the logistics. The Cornfest Committee has agreed to provide security officers to assist the Police Department in securing the campus.

As in previous years, Cornfest 2001 will encompass a little over one city block with focus around City Park. Entrances to the event are planned for Oak Street at Diablo Alley and Second Street south of Brentwood Blvd. The Chamber Cornfest Committee estimates that attendance will once again exceed 30,000 people over the three day period. The Chamber will use portable chain link fencing in conjunction with existing fencing and buildings to establish the event grounds. This allows the Chamber to control the overall operation of the event. The Chamber Cornfest Committee will obtain general liability insurance in addition to obtaining all the necessary permits required to hold this event. 

The cost of police services for the 2000 event was $18,724. The Police Department estimates that this years event will be at or near the cost of last years event. The Police Department will use reserve officers, volunteers, and explorers where appropriate to help reduce costs.

A notice of the event will be delivered to the residents and businesses directly affected by the Cornfest. The notice will be delivered by police volunteers/explorers at least one week prior to the event. “No Parking” signs will be posted along the affected streets that encompassed by the event as least 72 hours prior to the start of the event.

As in the past, the Chamber Cornfest Committee has requested the use of the public parking lot on Brentwood Blvd., and the city owned dirt lot at Oak Street and Walnut Blvd. The Chamber uses these lots along with other private property lots, to raise funds for specific sports groups.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE TO CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW AWAY ZONES IN ORDER TO FACILITATE THE CHAMBER OF COMMERCE CORNFEST 2001 TO BE HELD JULY 13, 14, AND 15, 2001.


WHEREAS, the Brentwood Chamber of Commerce will start preparation for the Cornfest on July 12 no earlier than 6:30 p.m., hold Cornfest 2001 on Friday, July 13, between the hours of 5:00 p.m. and 10:00 p.m., on Saturday, July 14, between the hours of 10:00 a.m. and 11:00 p.m., and on Sunday, July 15, between the hours of 10:00 a.m. and 6:00 p.m., with clean-up to follow; and 

WHEREAS, to accommodate the Chamber of Commerce Cornfest 2001, it is requested that the following streets be closed to traffic, no parking, and tow away zones be established:

· Maple Street, between Second Street and the end of Third Street, between the hours of 5:00 p.m. Wednesday, July 11, 2001 and 10:00 p.m. Sunday, July 15, 2001.

· Maple Street, between Midway Alley and Second Street, between the hours of 6:30 p.m. Thursday, July 12, 2001 and 10:00 p.m. Sunday, July 15, 2001.

· Second Street, between Brentwood Blvd. and 30’ south of Oak Street, between the hours of 6:30 p.m. Thursday, July 12, 2001 and 10:00 p.m. Sunday, July 15, 2001.

· Pine Street, between Midway Alley and Second Street, between the hours of 6:30 p.m. Thursday, July 12, 2001 and 10:00 p.m. Sunday, July 15, 2001.

· Oak Street, between Midway Alley and the mid-block of Third Street and Fourth Street, between the hours of 6:30 p.m. Thursday, July 12, 2001 and 10:00 p.m. Sunday, July 15, 2001.

· Oak Street, between the mid-block of Third Street and Fourth Street, to the east property line of Liberty Union High School District property, between the hours of 11:00 p.m. Friday, July 13, 2001 and 11:00 p.m. Saturday, July 14, 2001,

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for parades and local special events such as Cornfest 2001 when the closing is necessary of the safety and protection of persons who are to use those portions of the streets during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of streets during all or certain hours of the day; pursuant to Vehicle Code Section 22651(b), (m), and (n), City peace officers may remove by towing any vehicle from those portions of the streets where parking is prohibited; and

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Police Department is ordered to close the above mentioned streets, prohibit parking and establish a tow away zone between the hours of 5:00 p.m. Wednesday, July 11, 2001 and 10:00 p.m. Sunday, July 15, 2001.
