Authorize staff to advertise and receive bids to make structural upgrades and façade improvements to the City building at 118-120 Oak Street.
When considering the purchase of the building at 118-120 Oak Street, Community Development Department staff identified the roof structure as having several structural deficiencies. In negotiating the purchase price of the building the sales price was reduced by an amount estimated to cover the cost of modifying the roof structure. Subsequently, when Contra Costa County leased space for Employment Development, their property-leasing agent ordered a structural evaluation of the building. The results of that evaluation support the City staff’s finding that the roof structure is deficient.
To resolve the roof issue, staff hired a structural engineer to design improvements. The work that is necessary is quite substantial and will require renovation of the roof structure as well as the exterior walls and footings. Because the exterior façade is in such poor condition, and will require demolition in some areas, comprehensive façade improvements are being proposed as part of this work.
This improvement project will require precise coordination, as this work will proceed with the tenants in place. Staff is currently using the services of RGM & Associates (a construction management company) to insure the completeness of the construction documents as well as controlling the costs to construct. The estimated cost of combined improvements is approximately $600,000. This project will be funded by and is included in the City’s Capital Improvement Program.
