Subject/Title: One-way Operation at Midway and Diablo alleys between Chestnut Avenue and Oak Street

RECOMMENDATION
Approve a Resolution authorizing the City Engineer to change Diablo Way between Chestnut Avenue and Oak Street from a two-way operation to a one-way operation (northbound), and Midway between Chestnut Avenue and Oak Street from a two-way operation to a one-way operation (southbound).

BACKGROUND
The traffic ordinance of the Brentwood Municipal code requires Council action to change two directional operation to one-way operation. The City Engineer has the authority to change directional operation with Council approval.

Midway Alley:
The construction of the public parking lot at First Street and Chestnut Avenue is complete and in operation. To maximize the spaces available in the parking lot, the lot is designed for vehicles to enter from First Street and exit at Midway alley. To maximize this design, vehicles on Midway alley are restricted from entering the parking lot from the alley. Staff recommends changing Midway alley from a two-directional operation to a one-way directional operation. This will solve a public safety issue as well as provide smooth traffic operation to the parking facility and alleyway traffic.

Diablo Way:
Due to heavy parking on Chestnut Avenue by both downtown businesses and Police Department visitors, a sight hindrance is occurring at the northeast corner of Diablo Way and Chestnut Avenue. Drivers traveling from Diablo Way attempting to turn in the left or right direction onto Chestnut Avenue are being affected by this sight hindrance. To provide a smooth traffic operation and to solve this public safety issue, staff recommends the change of Diablo Way’s operation of traffic from a two-way operational alley to a one-way operational alley.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY ENGINEER TO CHANGE DIABLO WAY BETWEEN CHESTNUT AVENUE AND OAK STREET FROM A TWO-WAY OPERATION TO A ONE-WAY OPERATION (NORTHBOUND), AND MIDWAY BETWEEN CHESTNUT AVENUE AND OAK STREET FROM A TWO-WAY OPERATION TO A ONE-WAY OPERATION (SOUTHBOUND)


WHEREAS, the construction of the public parking lot at First Street and Chestnut Avenue is complete; and

WHEREAS, residents have requested improved traffic circulation on the alleys; and

WHEREAS, staff, police department, residents and some businesses have requested that a sight hindrance be improved at Diablo Way and Chestnut Avenue; and

WHEREAS, City staff has analyzed the parking and traffic flow movement on the alleys between Oak Street and Chestnut Avenue.

NOW, THEREFORE BE IT RESOLVED, that the City Council of the Brentwood does hereby authorize the City Engineer to change Diablo Way between Chestnut Avenue and Oak Street from a two-way operation to a one-way operation (northbound) and Midway between Chestnut Avenue and Oak Street from a two-way operation to a one-way operation (southbound).

BE IT FURTHER RESOLVED that the City Engineer is directed to prepare a plan with proper signs and striping to construct one way operation.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting held on the 8th day of May 2001 by the following vote:
