Subject/Title: Development of Commercial Use of the Aquatic Center

This item is meant for Council Discussion and to provide direction to the City’s Economic Development Staff as to how they wish to move forward on the idea of adding commercial uses at the Aquatic Center.
In approving the Aquatic Complex in 1999, the City Council urged staff to explore ways the commercial uses for food and sports equipment might be developed to help support the facility.
The City Council Sub-Committees, of Parks and Recreation in 1999 and Economic Development in 2001, have both reviewed the attached concept drawing for the creation of up to 8500 square foot of commercial uses at the Aquatic Center. Many uses have been discussed but generally as the center for food and sports equipment (i.e. swimming and skateboarding.)
Where things are, though, is that we have a basic drawing of where it might be located on the site. There is no consensus on how theses uses might be done. One option is to do a land lease and create a Request For Proposals to see what proposals come forward. Another option would be for the City to build a “Shell” facility and seek leaseholders.
The one thing, though, that is clear is that the Aquatic Complex needs a purveyor of food services and an income stream to cover the Complex’s projected annual cost of $432,631 for 2000-2001.
