Meeting Date: May 8, 2001

Subject/Title: Authorize the City Manager to execute professional services agreements with McGill Martin Self, Inc. (MMS), and McDonough, Holland & Allen for Redevelopment Planning, Engineering and Legal Services for the proposed expansion and amendments to the Brentwood Redevelopment Plans. The Agreement amounts are $130,000 and $65,000 respectively.

RECOMMENDATION
Authorize the City Manager to execute professional services agreements with McGill Martin Self, Inc. (MMS), in the amount of $130,000 and McDonough, Holland & Allen in the amount of $65,000, for Redevelopment Planning, Engineering and Legal Services for the proposed expansion and amendments to the Brentwood and North Brentwood Redevelopment Plans. 

PREVIOUS ACTION
On February 13, 2001, the Redevelopment Agency of the City of Brentwood approved Resolution No. RA26 directing staff to commence the preparation of amendments to the redevelopment plans for the merged redevelopment projects.

BACKGROUND
The breakdown for professional services is as follows:

A. Provide the City of Brentwood with the required Redevelopment Planning and Engineering Services for the proposed expansion and amendments to the Brentwood and North Brentwood Redevelopment Project Plans. The purpose and objectives for amending the plans include:

Re-establish eminent domain in the Brentwood Project and extend the time for exercising eminent domain in the North Brentwood Project

Extend the time for incurring indebtedness in the Brentwood Project

Add territory to the North Brentwood Project 

McDonough, Holland & Allen $ 65,000

McGill Martin Self, Inc. $105,000


Due to the nature of the proposed amendments and the necessity for coordination of required information such as notices, documentation review, assessor information, and required redevelopment report preparation, MMS will provide project management services as an extension of Agency (City) staff for the amendment process, as well as prepare the required technical studies, including blight studies, financial and economic feasibility analysis, maps, legal descriptions, and other related report documentation and overall report preparation. Additionally McGill Martin Self, Inc. will perform the following services:

B. Tax Pass Through Calculations. Estimated amount - $5,000

C. Statement of Indebtedness and Reconciliation Statement. Estimated amount - $8,000

D. Annual Report to State Controller. Estimated amount - $10,000
