Subject/Title: Refer the 2001/2006 Capital Improvement Program to the Planning Commission for Consideration of Conformance to the City’s General Plan

Staff recommends that the City Council refer the 2001/2006 Capital Improvement Program for the City of Brentwood including street, park, sewer, water and other municipal improvements to be constructed during the next five years to the Planning Commission for a consideration of conformance to the City’s General Plan at their regularly scheduled meeting of May 15, 2001.
On July 26, 1994, the City Council approved the first five-year Capital Improvement Program (CIP). The City Council also authorized the creation of the CIP team to plan, design and administer the projects outlined in the CIP report. The CIP team is also responsible for updating the CIP report and preparing the respective project budgets outlined in the CIP report.
On April 11, 2001, a CIP Workshop was held, at which time the CIP five-year program was brought before City Council for review and recommendation.
Under the terms of Section 65402 of the Government Code, the Planning Commission is required to review any Capital Improvement Program (CIP) of agencies within its jurisdiction as to conformance with that agency’s adopted General Plan. This annual update is one in a continuing sequence of updates that occur each year.
Once the Planning Commission has found the CIP in conformance to the General Plan, the document will be brought back to the City Council for final approval.
The Fiscal Year 2001-02 costs from various sources are noted in the CIP report. Costs for future years and funding sources will be reviewed every year by the City Council as part of the annual update and adoption of any new five-year CIP report.
