Subject/Title: Award of the Construction Contract for Electrical Work at the Brentwood Education and Technology Center

RECOMMENDATION:
Award the construction contract for Electrical Work at the Brentwood Education and Technology Center, CIP Project No. 504-3112, to Del Monte Electric and authorize the City Manager to execute the agreement and necessary documents in the amount of $355,000 and grant the City Manager authority to execute change orders up to 10% of the contract amount.

PREVIOUS ACTION:
Award the Plumbing Contract to Impact Plumbing for $110,000.

Review the Brentwood Education and Technology Center (BETC) Proforma and Authorize the City Manager to execute a Contract for Construction Management Services with RGM and Associates for an amount not to exceed $211,040. Adopt the Line Item Bid Package Cost Summary and authorize the City Manager to execute all contracts under $25,000 and contracts under $100,000 provided they do not exceed the budget amount by more than 10%.

Authorize Staff to add $10,000 to the RGM construction management contract to immediately start redesign of the project and prepare a comprehensive construction management contract to build the BETC for consideration on February 27, 2001 City Council meeting.

Authorize the City Manager to execute an agreement with RGM and Associates for Construction Management Services to Value Engineer the Contract Documents for the Brentwood Education and Technology Center (BETC) for $22,950; January 9, 2001.

Reject all bids for construction of the Brentwood Education and Technology Center; December 12, 2000. 

Los Medanos College Lease; June 27, 2000. 

Kares Construction Management Contract; November 3, 1999. 


BACKGROUND:
At the bid opening on April 13, 2001 a total of one bid was received. The bids were reviewed and the lowest responsive, responsible bid was received from Impact Plumbing, in the amount of $355,000.

The one bids was:

1. Del Monte Electric $355,000

The budget for this Bid Package was $410,000.

RESOLUTION NO. 


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AWARDING THE CONSTRUCTION CONTRACT TO DEL MONTE ELECTRIC FOR ELECTRICAL WORK AT THE BRENTWOOD EDUCATION AND TECHNOLOGY CENTER, CIP PROJECT NO. 504-3112, AND GRANTING THE CITY MANAGER AUTHORITY TO EXECUTE CHANGE ORDERS UP TO 10% OF THE CONTRACT AMOUNT


WHEREAS, the City Council entered into a agreement on January 9, 2001 with RGM and Associates, Inc. for the construction management of the Brentwood Education and Technology Center (CIP No. 336-3087); and

WHEREAS, the bid opening for said project was held on April 13, 2001 and Del Monte Electric was determined to be the lowest responsive, responsible bidder for the amount of $355,000.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the City shall award the construction contract to Del Monte Electric in the amount of $355,000 for Electrical Work at the Brentwood Education and Technology Center (CIP No. 336-3087)

BE IT FURTHER RESOLVED that the City Manager is granted the authority to execute change orders up to 10% of the contract amount.
