Approve a Resolution adding one Accountant position to the Finance/Information Systems Department as reviewed and recommended by the City Council Personnel Subcommittee.
During the interim period the Finance Department operated with an Acting Director, some disparities were found within the various positions in the Department. While certain duties have been realigned to better fit the Department’s needs, it has become apparent that the Assistant Finance Director position would be better filled with two Accountant I positions. The Finance Department has been keeping up with the current work load but has a need for help in the following areas:
§ Continued growth in the daily workload.
§ Electronic time card implementation.
§ Updating and implementing a new Utility Billing System.
§ Implementation of the new Reporting Model (GASB 34) must be in place by July 1, 2001.
§ LLD Administration has continually grown. We currently have 26 Districts and will add 4 this month.
§ Increasing administration needs required for Grants.
§ Resurgence of the Redevelopment Agency requiring extensive staff training.
The vacant Assistant Finance Director has been under filled at the Accountant I level. Due to the fact that Brentwood is growing so rapidly, the training period, which is typically several months long, realistically becomes closer to a year. With the City Council’s approval, we would like to act as expeditiously as possible to fill the second position prior to fiscal year-end thereby enabling the new Accountants to help with the year-end close and the audit. With this move, we will have positions from which we will ultimately develop a strong and prepared Assistant Finance Director.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING THE ADDITION OF ONE ACCOUNTANT POSITION IN THE FINANCE/INFORMATION SYSTEMS DEPARTMENT AS REVIEWED AND RECOMMENDED BY THE CITY COUNCIL PERSONNEL SUBCOMMITTEE.
WHEREAS, the Assistant Finance Director position has been under filled at the Accountant I/II level; and
WHEREAS, the Finance/Information Systems Department work plan was reviewed by the City Council Personnel Subcommittee; and
WHEREAS, based upon the review, the Personnel Subcommittee has determined that major projects including: electronic time card implementation, updating and implementing a new Utility Billing System, implementation of the new Reporting Model (GASB 34), LLD administration, Grant administration and the resurgence of the Redevelopment Agency will suffer without assistance of additional staff;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby adopts the addition of one Accountant I/II position in the Finance/Information Systems Department.
LET IT BE FURTHER RESOLVED that the City Council directs staff to proceed with recruitment and selection of one Accountant I/II.
