Subject/Title: Closure of Certain Streets to Facilitate the Annual Spring to Life Fun Run

RECOMMENDATION
Adopt the Resolution authorizing the closure of certain streets in order to facilitate the City of Brentwood Park and Recreation Departmentís Spring to Life Fun Run on Saturday, April 28, 2001.

PREVIOUS ACTION
The City of Brentwood has previously hosted as an annual event, the Spring to Life Fun Run. This will be the first year the roadways will be closed.

BACKGROUND
The City of Brentwood Park and Recreation Department is requesting permission to close the streets for the Spring to Life Fun Run on April 28, 2001. It is expected to draw approximately 300 participants. In order to accommodate the number of participants, Mac Kaiser, the person in charge of the event from the Parks and Recreation Department, has requested that certain streets be closed for the run. The run is scheduled to begin at 8:30 a.m. (street closure at 8:00 a.m.) and end at approximately 11:30 a.m.

The route for the run is from City Park south on Third Street, east on Chestnut Street, north on Sellers Avenue, west on Sunset Road, with the 10K turn around near Tresch Road. The 1 mile turn around will be on Chestnut between Garin Parkway and Sellers Avenue. The 5K turn around will be on Sellers Avenue between Chestnut Street and Sunset Road. The run will start and end at City Park. A map of the Fun Run route is attached. 

The City of Brentwood Park and Recreation Department has applied for and received the needed permits for conducting a portion of the run in the county jurisdiction. 

The cost of police involvement for last years event was $680.00. The Police Department will use police volunteers (BACUP), police explorers, community service officers, and reserve police officers whenever appropriate to help reduce the cost of the event. 

RESOLUTION NO.


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO FACILITATE THE ANNUAL SPRING TO LIFE FUN RUN ON SATURDAY, APRIL 28, 2001.

WHEREAS, the City of Brentwood Park and Recreation Department will sponsor the annual Spring to Life Fun Run on Saturday, April 28, 2001, which will attract a large number of participants; and

WHEREAS, to accommodate the City of Brentwood Park and Recreation Departmentís Spring to Life Fun Run, it is requested that the following streets be closed to traffic between the hours of 8:00 a.m. and 11:30 a.m. on the day of the event. 

∑ The City Hall Parking Lot.

∑ Oak Street from Park Alley to Third Street including the intersection of Oak Street and Third Street.

∑ Third Street from Oak Street to Chestnut Street including the intersection of Oak Street and Chestnut Street.

∑ Chestnut Street from Third Street to Sellers Avenue.

WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Spring to Life Fun Run when closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; and 

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 8:00 a.m. and 11:30 a.m. on Saturday, April 28, 2001 for the annual Spring to Life Fun Run.
