RECOMMENDATION
Award the construction contract for the Zone II 2mg Reservoir – Phase II, CIP Project No. 562-5627, to CB&I – Trusco Tank, a Division of CB&I Constructors, Inc., and authorize the City Manager to execute the agreement and necessary documents in the amount of $971,000.00 and grant the City Manager authority to execute change orders up to 10% of the contract amount.

PREVIOUS ACTION
On November 14, 1995 the City Council approved a consulting services agreement with PSOMAS and Associates for the design of the Zone II Reservoir, pump station and corresponding pipelines.

On July 9, 1996 the City Council awarded the construction contract to Ross F. Carrol, Inc., for the construction of the Zone II Reservoir project, CIP 562-5608, this work was subsequently completed and accepted by City Council October 28, 1997.

On September 14, 1999 the City Council approved a consulting services agreement with PSOMAS and Associates for the design of the Zone II 2mg Reservoir – Phase II improvements.

BACKGROUND
The first Zone II Reservoir, pump station and corresponding pipelines were completed in late 1997. As a part of this project, provisions were made for the construction of a second 2 million gallon steel reservoir when growth in that water zone dictated. Currently there is a sufficient population in this water zone to mandate the construction of this reservoir.

The City advertised the project for construction bids beginning Monday, February 26, 2001, and bids were opened on March 29, 2001. A total of four (4) bids were received, however one of the bids was rejected due to the failure of the contractor to submit he non-collusion affidavit required by public contract requirements. The bids were reviewed and the apparent lowest responsive, responsible bid was received from CB&I – Trusco Tank, a Division of CB&I Constructors, Inc., in the amount of $971,000.00




The 4 bids were:

  1. CB&I – Trusco Tank $971,000.00
  2. G.S.E. Construction, Inc. $978,486.00
  3. F&M Engineering Contractors, Inc. $1,001,076.50
  4. Morse Const. Group, Inc. – Bid Rejected, Non-Collusion $1,087,675.45


Alternatives:

  1. Award contract to the apparent low bidder.
  2. Reject all bids and authorize staff to re-advertise for bid.
  3. Reject all bids and direct staff not to re-advertise.

The Fiscal Year (FY) 00/01 budget contains funds for the construction of the Zone II 2mg Reservoir – Phase II, CIP Project No. 562-5627, in the amount of $259,000 and Fiscal Year 01/02 includes $1,200,000 for this construction as well. This project’s construction duration will span both Fiscal Years and will be utilizing funds from both. The entire amount for construction is from facility fees paid by development.
