RECOMMENDATION
Approve a resolution adopting pay ranges for part-time/seasonal classifications in the Park and Recreation Department as reviewed and recommended by the City Council Personnel Subcommittee.

PREVIOUS ACTION
The current part-time/seasonal classification pay ranges were adopted by the Brentwood Recreation and Park District and were in effect when BRPD merged with the City of Brentwood in July 1999.

This item was before the City Council at the regular meeting held on February 27, 2001. The City Council requested a review of the pay ranges recommended for Pool Manager and Assistant Pool Manager. A review of minimum age requirements for Assistant Pool Manager and Pool Manager was also requested. The review has been completed and presented to the City Council Personnel Subcommittee. The Personnel Subcommittee supports the above recommendation.

BACKGROUND
The Brentwood Recreation and Park District merged with the City of Brentwood on July 31, 1999, forming the first City of Brentwood Park and Recreation Department. As a result of that merger, the programs, staff and salary ranges of the District transferred over to the City. Since the merger, Park and Recreation staff developed classification descriptions for these part-time seasonal/temporary classifications. A copy of each classification description is attached.

Effective January 1, 2001, the Industrial Welfare Commission (IWC) adopted a minimum wage increase that establishes the minimum wage at $6.25/hour. Another increase to the minimum wage will take place January 1, 2002 resulting in a minimum wage increase to $6.75/hour. In light of the increase to the minimum wage and in order to keep the pay for part-time/seasonal classifications competitive, staff is recommending that the City Council approve the attached revised pay ranges, effective April 16, 2001. This action will officially bring the entry-level pay range into compliance with the new minimum wage laws. In addition, staff recommends that the City Council approve the pay ranges provided on Exhibit A and authorize staff to adjust the pay ranges based on this relational structure each time the minimum wage increases. 

The recommended pay scale is competitive with park and recreation departments in the surrounding area, and follows a five-step scale, with five-percent increments between each step. This type of pay scale is the traditional way that part-time/seasonal positions are paid in a municipal or district type of park and recreation department. Employees must serve one calendar year or upgrade their certification to advance a pay range. As the hiring and training of part time staff is very time consuming, a graduated scale provides incentive to keep good employees from year to year, adding a higher level of service in programs. It also allows for job growth for employees who are looking to add a variety of employment experiences to their resume. Employment in a park and recreation department is many times, the first job a youth has. Being able to grow as an employee provides for better opportunities when youth go on to higher education or look for full-time employment.

The pay range for part-time/seasonal employees is factored in to the total costs of providing programs when we determine participation fees. As a result, the money necessary to pay the salaries of part-time/seasonal employees is paid for by the participants in our programs and is not subsidized by the City of Brentwood. 

With regard to the level of responsibility required of a Pool Manager, staff recommends establishing age 18 as the minimum age requirement for this classification. Based on staff’s experience with recruiting for the Assistant Pool Manager classification, staff recommends establishing age 17 as the minimum age requirement. It has been staff’s experience that many 17 year-olds have been exposed to the aquatic world from an early age. They typically start their work experience with us as Swim Aides and work their way up to Lifeguard, Senior Lifeguard and Assistant Manager.

The City Council Personnel Subcommittee has reviewed the salary plan for part-time/seasonal classifications as well as the minimum age requirements for Assistant Pool Manager and Pool Manager. The Subcommittee recommends approval of the salary plan and minimum age requirements by the City Council. 



Park/Recreation Aide
Part-time, Temporary
The Position


RECREATION: Conducts or assists in the organization of community recreation programs, sports and aquatic related park activities and special events. Assists in the planning, implementing, and promoting of recreation programs for youth and adults. Supervises the distribution, use, and care of recreation supplies, equipment, and facilities. Officiates or umpires sporting events. Knowledgeable in sports, rules or coaching experience. Promotes the safety of patrons who utilize the parks, facilities and its programs. Maintains order at recreation facilities during organized activities. Provides customer service and enforces parks and recreation rules and regulations. Duties may include but are not limited to; umpiring youth leagues, scorekeeping, timers, special events, camps, office assistants and aquatic events. Perform other duties as deemed necessary. 

PARKS: Under general supervision, worker maintains and prepares ball fields, buildings, and other landscaped facilities for general public use. Position requires close cooperation with Recreation staff to coordinate hours of facility operation and set-up procedures. Typical duties include (but are not limited to) picking up litter, emptying garbage cans, cleaning and restocking restrooms and locker rooms, raking sweeping, digging, painting etc.

Standards

RECREATION: Must be fourteen (14) years of age or older, and currently certified in community CPR and standard first aid. Some paid or volunteer experience in instructing, conducting or planning recreation activities, cultural arts or athletic activities is desirable. Participation or training in arts, music, crafts, sports or experience in leadership through school or civic organizations is preferred. Ability to effectively deal with both adults and youth, and work without immediate supervision. Ability to lift at least 35 pounds.

PARKS: Must be 17 years of age or older; familiar with general hand and power tools and their use; capable of following written and oral instructions; able to work in environmental conditions associated with this area. Must be able to perform heavy manual labor.

Must possess a valid California Driver’s License with a good driving record.

Salary
$6.25- $7.60 Per Hour

Park/Recreation Assistant
Part-time, Temporary
The Position

RECREATION: Under general supervision, the holder of this position is responsible for assisting with the daily duties associated with community recreation programs, sports, aquatics related activities, facility supervision, and special events. Primary duties may include planing, organizing, implementing, and running an after school youth program, running youth sport programs, Coaching, officiating, or umpiring sports activities. Facilitating facility rentals and special classes, providing front counter coverage as needed, distributing promotional material, and working with the general public. Providing customer service, and safety of patrons using at City facilities. Enforce park and recreation rules and regulations. Duties may include but are not limited to; monitoring of classes and sport or aquatic activities. Take registration, supervise open gyms and various sports events. Perform other duties as deemed necessary.

PARKS: Under general supervision, worker maintains and prepares ball fields, buildings, and other landscaped facilities for general public use. Position requires close cooperation with Recreation staff to coordinate hours of facility operation and set-up procedures. Typical duties include but are not limited to: Picking up litter, emptying garbage cans, cleaning and restocking restrooms and locker rooms. Raking, sweeping, digging, etc. Opening gates and unlocking doors at facilities. Checking alarm systems and inspecting and closing facilities after each use. Removing graffiti from all surfaces and painting buildings and facilities as needed. Checking and adjusting drinking fountains and other plumbing fixtures. Assisting in ball field and park maintenance and renovations. Checking and modifying ball field lights and schedules. Serving as backup for regular infield grooming, lining operations. Assist in field layout and striping for league sports. Checking operation of scoreboards and scoring computers and report malfunctions. Setting up Gazebo and other park facilities for special events. Inspecting playground equipment and make needed repairs as necessary. Must be able to keep written documentation of these repairs. Inspecting and performing routine repairs/maintenance to concession equipment, fences, gates, backstops and locks. 

MUST BE WILLING TO WORK WEEKENDS, EVENING HOURS, AND HOLIDAYS

Standards

RECREATION: Minimum of six-(6) month’s community recreation experience as a Recreation Leader I or related equivalent experience. A valid California driver’s license and be certified in community CPR and Standard first aid. Facility rental and youth recreation programming experience is highly desirable. Ability to lift at least 35lbs.

PARKS: Must be: 17 years of age or older; familiar with general hand and power tools and their use; capable of following written and oral instructions; able to function in working and environmental conditions associated with this job. Must be able to perform heavy manual labor. Minimum of six-(6) month’s experience in a like field with related equivalent experience.

Must possess a valid California Driver’s License with a good driving record.

Salary

$7.98- $9.70 Per Hour

Park/Recreation Leader
Part-time Temporary
The Position

Recreation: Under general supervision the holder of the position is responsible for assisting in the development of planning, organizing, and implementing of community recreation programs, facility supervision, knowledge in sports and aquatic related activities, and special events. Aids in planning and promoting recreation programs for youth and adults. Supervising entire individual sport programs, both youth and adult. Supervising part time staff, ability to handle staff development and training. Assists in planning, organizing, and supervising after school and day camp programs for children. Is responsible for set-up and monitoring facilities. Must be familiar with City facilities, have excellent writing skills, good customer service skills, and the ability to communicate effectively with the public. Must be able to provide front counter coverage as needed. Responsible for promoting safety and maintain order at recreation facilities during organized activities. Lead large groups, coach and teach a variety of recreation activities. Perform other duties as deemed necessary. 

Parks: Must be: 18 years of age or older; familiar with general hand and power tools and their use; capable of following written and oral instructions; able to function in working and environmental conditions associated with this job. Must be able to perform heavy manual labor. Works independently to ensure proper field setup and scheduling for organized use of athletic facilities, gym sites, Aquatics Center and other facilities that may be reserved throughout the City of Brentwood. Coordinates recreation policies through day-to-day meetings with user groups and City staff. Position requires close cooperation with Recreation staff to coordinate hours of facility operation and set-up procedures. Under general supervision, worker maintains and prepares ball fields, buildings, and other landscaped facilities for general public use. Typical duties include but are not limited to: Picking up litter, emptying garbage cans, cleaning and restocking restrooms and locker rooms. Raking, sweeping, digging, etc. Opening gates and unlocking doors at facilities. Checking alarm systems and inspecting and closing facilities after each use. Providing on site coordination of daily field use for different teams and leagues. Adjusts use schedules based on unforeseen circumstances – calls and reschedules rain-outs. Checks field lighting and irrigation schedules to comply with use schedules. Assists in the development of field renovation schedules and orders material associated with needed maintenance. Checking operation of scoreboards and scoring computers and facilitates repairs in case of malfunctions. Assigns equipment to scorekeepers and checks them in after use. Setting up Gazebo and other park facilities for special events. Inspecting playground equipment and make needed repairs as necessary. Must be able to keep written documentation of repairs. Inspecting and performing routine repairs/maintenance to concession equipment, fences, gates, backstops, dugouts, benches, baseslocks and facilities in general and reports such needs. Makes sure all sites are safe for public use. Coordinates opening times of food concession with concession manager and ensures that facility meets all health code requirements at all times. Supervising/training volunteer groups and lesser classifications.

Standards

Recreation: Minimum of one (1) year community recreation experience as a Recreation Leader II or equivalent related experience, a valid California driver’s license, and be certified in community CPR and standard first aid. Computer experience is highly desirable. Ability to lift at least 35 pounds. 

Parks: Minimum of three (3) years of increasingly responsible work in facility maintenance/management. Must have necessary skills to perform work, and use associated tools and equipment, at City facilities. Must be familiar with athletic field layout, maintenance and renovation techniques, proper use and installation of all equipment associated with related use. Able to evaluate field conditions for playablitiy and safety. Able to help set up guidelines and procedures for league use. Able to establish priorities and identify field development standards. Flexible and able to deal with the public in a positive manner.

Must possess a valid California Driver’s License with a good driving record.

Salary

$10.19-$12.39 Per Hour

Swim Aide

The Position

Works special events, such as pool rentals, recreational events, or swim camps. Promotes the safety of patrons who utilize the aquatic facility and its programs. Assists in maintaining order of the aquatic facility and its programs. A sample of duties may include but not be limited to: Assisting in preparation of lesson plans, assisting in swim instruction, cleaning of pool deck upon completion of swim classes, covering pool upon completion of swim lessons, ensuring the safety of swim patrons. Perform other duties as deemed necessary. 

MUST BE WILLING TO WORK WEEKENDS , EVENINGS HOURS AND HOLIDAYS


Standards
Must be (14) years of age or older, and currently certified in community CPR and standard first aid. Must posses good swimming skills and be able to pass a practical water evaluation. Must posses some paid or volunteer experience in working with children or young adults. Ability to lift at least 35 pounds.


Salary
$6.45 - $7.84 per Hour

Must be able to successfully meet all course requirements as outlined in the Ellis & Associates National Pool and Waterpark Lifeguard Training Program, or posses a current National Pool and Waterpark Lifeguard Training Program license. Ability to lift at least 35 pounds. 

Salary
$7.49- $9.10 Per Hour

Perform other duties as deemed necessary.

Standards
Must be at least fifteen (15) years of age. Must be able to successfully meet all course requirements as outlined in the Ellis & Associates National Pool and Waterpark Lifeguard Training Program, or posses a current National Pool and Waterpark Lifeguard Training Program license. Must posses at least two (2) years Lifeguard experience at or above the Lifeguard I level. Knowledge of recreation services, aquatic programs, and the ability to deal effectively with both youth and adults, and work without immediate supervision. Ability to lift at least 35 pounds.

$9.08 - $11.04 Per Hour

A sample of duties may include but not be limited to: instructing swim classes, completing lesson plans, completing report card for swim students, evaluating staff, cleaning of pool deck upon completion of swim classes, covering pool upon completion of swim lessons, ensuring the safety of swim patrons. Perform other duties as deemed necessary. 

MUST BE WILLING TO WORK WEEKENDS, EVENING HOURS AND HOLIDAYS.

Standards
Must be fourteen (14) years of age or older, and currently certified in community CPR and standard first aid, WSI certification preferred. Must be able to perform all skills to be taught in swim classes and maintain a safe environment for swim class students. Must posses experience in working with children and adults, and posses previous swim instruction experience. Ability to lift at least 35 pounds.

Under supervision of the Pool Manager, assists in the supervision of aquatics programs. Assists in training, staff development, scheduling, and supervising aquatic staff. Assists in completing all necessary records and paper work. Ensures the safety of facility patrons by preventing accidents and responding to emergencies. Performs other related duties as required. Assists in maintaining of the aquatic facility and its programs. Provides customer service and enforces parks and recreation rules and regulations. A sample of duties may include but not be limited to: Assisting in staff training, Overseeing daily operations in the absence of the Manager, completing all logs and reports as necessary. Perform other duties as deemed necessary.

MUST BE WILLING TO WORK WEEKENDS, EVENING HOURS, AND HOLIDAYS.

Standards
Must be 17 years old or above. Must be able to successfully meet all course requirements as outlined in the Ellis & Associates National Pool and Waterpark Lifeguard Training Program, or posses a current National Pool and Waterpark Lifeguard Training Program License. Must posses at least one (1) year at the Senior Guard level or the equivalent of education and or experience. Knowledge of recreation services, aquatic programs, and the ability to deal effectively with both youth and adults, and work without immediate supervision. Ability to lift at least 35 pounds. Posses a valid California driver’s license. 

Salary
$10.84- $13.18 Per Hour

Must be able to successfully meet all course requirements as outlined in the Ellis & Associates National Pool and Waterpark Lifeguard Training Program, or posses a current National Pool and Waterpark Lifeguard Training Program license. Must posses at least one (1) year experience at or above the manager level or posses the equivalent of education or experience. Knowledge of recreation services, aquatic programs, and the ability to deal effectively with both youth and adults, and work without immediate supervision. Ability to lift at least 35 pounds. Posses a valid California driver’s license. 

Salary
$12.47-$15.16 Per Hour

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD APPROVING RECOMMENDED PAY RANGES LINKED TO MINIMUM WAGE FOR PARK AND RECREATION DEPARTMENT PART-TIME/SEASONAL CLASSIFICATIONS


WHEREAS, the Brentwood Recreation and Park District merged with the City of Brentwood on July 31, 1999 forming the first City of Brentwood Park and Recreation Department, and

WHEREAS, programs, staff and pay ranges for part-time/seasonal classifications of the District transferred over to the City of Brentwood, and

WHEREAS, effective January 1, 2001, the Industrial Welfare Commission (IWC) adopted a minimum wage increase establishing the minimum wage at $6.25 per hour with another increase set to take place effective January 1, 2001 that will increase minimum wage to $6.75 per hour, and

WHEREAS, the increase to minimum wage impacts the current pay range structure that was set based on survey data compiled by the District, and

WHEREAS, the wages are factored into the total costs of providing program when participation fees are determined, therefore, funds to pay the wages of program employees are not subsidized by the City of Brentwood.

NOW, THEREFORE BE IT RESOLVED the City Council of the City of Brentwood, approves the attached pay ranges marked as “Exhibit A”, effective January 1, 2001, and furthermore, authorizes staff to adjust the pay range plan to reflect future adjustments to the minimum wage.
