Adopt Resolution authorizing the closure to certain streets in order to facilitate the Immaculate Heart of Mary Church Easter Pilgrimage on Friday, April 13, 2001.
The City of Brentwood has previously authorized the Immaculate Heart of Mary Church to hold their annual Easter Pilgrimage (Good Friday religious ceremony) which requires the closure of certain streets in Brentwood.
The Immaculate Heart of Mary Church is requesting permission to hold their annual Easter Pilgrimage on the Friday, April 13, 2001. It is expected that approximately 400 people will participate. In order to accommodate the number of people, who will be attending the ceremony, they have requested certain streets be closed for the procession. The pilgrimage is scheduled to start at 7:00 p.m. (street closure at 6:30 p.m.) and end at approximately 10:00 p.m. The Police Department’s involvement in the event is estimated to take approximately 2.5 hours. A certificate of insurance will be provided by the Church.
The person in charge of the event for the Church is Frank Bustos. The route for the event is the same route as last year, First Street from the front of the Veterans’ Hall, north to Pine Street, Pine Street to Second Street, Second Street to Maple Street, Maple Street to First Street. The procession will go around this route twice and conclude at the Veterans’ Hall.
A map of the pilgrimage route is attached. The city Traffic Engineer has reviewed the pilgrimage route and traffic impact.
The cost of police involvement for last years event was $809.54. The Police Department will use police volunteers (BACUP) and police explorer personnel whenever appropriate to help reduce the cost. The Church will provide the needed barricades from a local vendor, furnish the “Street Closure” notices, and furnish the “No Parking” signs. Barricades, “Street Closure” notices, and “No Parking” signs will be placed by police personnel.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS IN ORDER TO FACILITATE THE IMMACULATE HEART OF MARY CHURCH EASTER PILGRIMAGE ON FRIDAY, APRIL 13, 2001.
WHEREAS, the Immaculate Heart of Mary Church will hold their Easter Pilgrimage on Friday, April 13, 2001, which will attract great numbers of people to the community; and
WHEREAS, to accommodate the Immaculate Heart of Mary Church Pilgrimage, it is requested that the following streets be closed to traffic between the hours of 6:30 p.m. and 10:00 p.m. on the day of the event.
· First Street from East Diablo Fire Station 54 to Pine Street, including the intersection of First Street and Pine Street.
· Pine Street from First Street to Second Street.
· Second Street including the intersection of Second Street and Pine Street to and including the intersection of Second Street and Maple Street.
· Maple Street from Second Street to First Street including the intersection of Maple Street and First Street.
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the Immaculate Heart of Mary Church Easter Pilgrimage when closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; and
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above mentioned streets between the hours of 6:30 p.m. and 10:00 p.m. on Friday, April 13, 2001 for the Immaculate Heart of Mary Church Easter Pilgrimage.
