Subject/Title: Award of the Construction Contract for Well #14 Site Improvements (CIP Project No. 562-5615

RECOMMENDATION
Award the construction contract for Well #14, CIP Project No. 562-5615, to Clayborn Contracting Group, Inc., and authorize the City Manager to execute the agreement and necessary documents in the amount of $301,828.00 and grant the City Manager authority to execute change orders up to 10% of the contract amount.

PREVIOUS ACTION
On July 14, 1998, by Resolution No. 98-117, the City Council approved a hydrogeological investigation of the groundwater resources in and around the Brentwood area.

On July 28, 1998, by Resolution 98-140, the City Council authorized the City Manager to execute an agreement with Luhdorff and Scalmanini, Consulting Engineers, to prepare water well test hole specifications, monitor test hole drilling, logging, sampling, testing, preparation of a test hole report, recommendation, design and technical assistance during construction of well 1 and design and construction of three test holes and one monitoring well.

On June 13, 2000, The City Council awarded the construction contract for the drilling of Water Well #14 to Maggiora Bros. Drilling, Inc.

BACKGROUND

All potable water wells require two phases to complete the facility as information obtained during the first phase is used to finalize the design of the second. A more detailed description of the improvements per phase are outlined below:

The phase I improvements that were completed in late 2000 consisted of drilling the final production well, setting the casing, installing the sanitary seal, well development, test pumping and disinfection of the new well. The phase II improvements, or site improvements to be constructed with this contract consist of installing the pump, motor, piping, electrical and chemical injection equipment, paving, fencing and all appurtenances required for the startup and successful operation of the facility.

These phase II improvements will be the second and final step required to make this facility operational and usable by the public.

The City advertised the project for construction bids beginning Monday, February 26, 2001, and bids were opened on March 20, 2001. A total of three (3) bids were received. The bids were reviewed and the apparent lowest responsive, responsible bid was received from Clayborn Contractors Group, Inc., in the amount of $301,828.00.

The 3 bids were:

1. Clayborn Contractors Group, Inc. $301,828.00
2. Manito Construction, Inc. $351,390.00
3. F&M Engineering Contractors, Inc. $364,800.00

Alternatives:

1. Award contract to the apparent low bidder.
2. Reject all bids and authorize staff to re-advertise for bid.
3. Reject all bids and direct staff not to re-advertise.

The Fiscal Year (FY) 00/01 budget contains funds for the Water Well #14, CIP Project No. 562-5615, in the amount of $610,000. The entire amount is from Water Enterprise account. The construction portion of that FY 00/01 budget is $459,000.
