Subject/Title: Execute Professional Services Agreement with Bucher, Willis & Ratliff Corporation for Development Traffic Impact Analysis Services

Authorize the City Engineer to execute an agreement with Bucher, Willis & Ratliff Corporation to provide professional traffic impact analysis services to the City on an as-needed basis. Services are not to exceed $40,000 through June 30, 2001.
The increasing growth in commercial and residential development projects has exposed a weakness in the City’s ability to prepare traffic impact analysis reports in a timely and responsive manner. To provide realistic and quality service to the development community and to the residents of the City, the Engineering Department has in the past fiscal year procured professional traffic impact analysis services from this consultant and has been satisfied with their work performance.
In the past, staff has distributed this work to four or five consultants with the result being poor responsiveness from the group as a whole. It is staff’s belief that contracting with one consultant will provide a better coordinated and more responsive effort by the consultant since meeting times with City staff can be spread to several development projects. This approach will also eliminate contract preparation time for these reports on each development project which has to be factored into the price to do the job. This approach should, therefore, significantly accelerate the process and make it cheaper at the same time. Therefore, staff recommends that Council execute the professional services agreement with Bucher, Willis & Ratliff Corporation on an as-needed basis to perform traffic impact analysis services.
Deposits made by developers for development projects fully fund these services.
