Subject/Title: Authorization to Apply for Grant Funding from the California Office of Traffic Safety (OTS)

RECOMMENDATION
Passage of a resolution authorizing the submittal of a grant proposal to the California Office of Traffic Safety (OTS) for Police Traffic Services and Speed Control.

PREVIOUS ACTION
None.

BACKGROUND
Grant funding is available from the California Office of Traffic Safety through the National Highway Safety Act and the Transportation Equity Act for the 21st Century (TEA-21) for projects designed to address traffic safety priority areas. These include police traffic services, occupant protection, assistance in mitigating traffic safety program deficiencies and expansion of an ongoing activity.

The Police Department proposes to submit an application for funding for Police Traffic Services to include radar speed enforcement program, additional dedicated sworn motorcycle officer and motorcycle, radar display trailer, stationary computerized street speed sensors and child safety seat distribution to families who cannot afford them. The Department will also collaborate with community-based organizations and work with them in partnership to promote traffic safety practices in the community.

The project goals include:

§ Making City streets safer for pedestrians and vehicles, especially in construction, maintenance and school zones
§ Avoid unnecessary installation of traffic control devices
§ Accurately evaluate existing and proposed speed zones
§ Reduce the number of injury, DUI, and fatal vehicular collisions
§ Increase compliance with Passenger Restraint Systems, thus reducing injuries and deaths

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE SUBMITTAL OF A GRANT PROPOSAL TO THE CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS).



WHEREAS, grant funding is available from the California Office of Traffic Safety through the National Highway Safety Act and the Transportation Equity Act for the 21st Century (TEA-21) for projects designed to address traffic safety priority areas; and

WHEREAS, a resolution is necessary to authorize application for grant funding, authorized a funding agreement if a grant is awarded and designating the person authorized as the City’s representative.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that an application for grant funding is hereby authorized for submittal to the California Office of Traffic Safety.

BE IT FURTHER RESOLVED that the Chief of Police is designated as the City’s authorized representative for this grant program.

BE IT FURTHER RESOLVED that the City Manager is authorized to enter into a funding agreement with the California Office of Traffic Safety if grant funds are awarded
