Subject/Title: Award of the Construction Contract for the Loma Vista Park Redesign

RECOMMENDATION
Award the construction contract for the Loma Vista Park Redesign, CIP Project No. 522-5219, to Terra-Cal Construction, Inc., and authorize the City Manager to execute the agreement and necessary documents in the amount of $321,992.80, which includes bid Alternate A and grant the City Manager authority to execute change orders up to $33,679.36.

PREVIOUS ACTION
On September 26, 2000, by Resolution No. 2160, the City Council authorized establishing the Capital Improvement Project No. 522-5219 for Loma Vista Park Redesign and directed staff to proceed with bidding the project.

BACKGROUND
Formerly called San Jose Park, the Loma Vista Park, adjacent to Loma Vista Elementary School, was built for the City by Greystone Homes, based on a design that was approved by the City and Brentwood Union School District. As the park was in the final stages of construction, many of the residents surrounding the park became concerned with the design and co-use of the property with the school district. After staff held a neighborhood meeting on the subject, City Council had a special meeting to hear the concerns of the neighbors. As a result of that meeting, staff was directed to move forward with a redesign of the park, with permission of Brentwood Union School District.

City Council authorized establishment of Capital Improvement Project No. 522-5219 so park development fees could be used for the redesign and construction of the park. 

At the bid opening on January 16, 2001 a total of four (4) bids were received. The bids were reviewed and the lowest responsive, responsible bid was received from Terra-Cal Construction, Inc., in the amount of $321,992.80.

The low bid of $321,992.80 including Alternate A, with a contingency of $33,679.36, for a total of $355,672.16 is within the CIP Project No. 522-5219 construction funding budget of $357,572.00. 

Alternate A will provide play equipment (purchase and delivery of structure only) for Loma Vista School/Brentwood Union School District to install as a replacement play structure due to the incorporation of the existing play structure into the Loma Vista Park redesign.

RESOLUTION NO.


A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AWARDING THE CONSTRUCTION CONTRACT TO TERRA-CAL CONSTRUCTION, INC., FOR THE LOMA VISTA PARK REDESIGN, CIP PROJECT NO. 522-5219, AND GRANTING THE CITY MANAGER AUTHORITY TO EXECUTE CHANGE ORDERS UP TO $33,679.36 

WHEREAS, the City Council of the City of Brentwood approved establishing a capital improvement project for Loma Vista Park redesign (CIP No. 522-5219) and directed staff to move forward with bidding the project, and

WHEREAS, the bid opening for said project was held on January 16, 2001 and Terra-Cal Construction, Inc. was determined to be the lowest responsive, responsible bidder for the amount of $321,992.80.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood, that the City shall award the construction contract to Terra-Cal Construction, Inc. in the amount of $321,992.80 for the Loma Vista Park Redesign (CIP No. 522-5219). 

BE IT FURTHER RESOLVED that the City Manager is granted the authority to execute change orders up to $33,679.36.
