RECOMMENDATION 
Authorize the City Manager to sign design and consultation contracts for parks, recreation and trails projects with Abey/Arnold Associates and RRM Design Group for a "not to exceed $75,000" each.

PREVIOUS ACTION
On October 26, 1999, the City Council authorized the City Manager to sign agreements for design and consultation with Abey/Arnold Associates and RRM Design Group.

BACKGROUND
The City Council action of October 26, 1999, was the result of a six-month process where staff from Parks and Recreation, Public Works, Engineering and Community Development reviewed professional services proposals for services that are currently not staffed in house. Of the five finalist selected for interview, two firms, Abey/Arnold Associates and RRM Design Group, were clearly the best fit for the City of Brentwood and were recommended for City Council approval.

Staff has found both companies to be excellent choices and is recommending that we retain their expertise on an as needed basis, not to exceed $75,000 each. Funding for park and landscape contractual service is budgeted in the 2000/01 park planning budget.

The original agreements were intended to be for the last two months of 1999 and the calendar year 2000. However, when the agreements were completed, they were only until the end of the 1999/00 fiscal year. As a result, staff is recommending the new contracts be effective from July 1, 2000 until either terminated or the $75,000 limit is reached.
