Subject/Title: Interim Public Works Facility

RECOMMENDATION 
Direct the City Attorney to prepare and the City Manager to sign an agreement with Contra Costa County Public Works to lease up to one-acre of City owned property along Sunset Road for an interim Public Works facility for a period of not more than three years.

BACKGROUND
As the City explored the relocation of our present Public Works Facility on Sycamore Drive to a site near our Sewer Facility, the idea came up to explore a partnership with other East County organizations who need sites for equipment maintenance and outdoor yard storage.

The City entered into a shared study of this earlier this summer with Contra Costa County and it appears a number of organizations have initial interest in exploring this idea further. One of them is the County Public Works unit which is now located on a small strip of leased land adjacent to the ECCID Main Canal on Walnut Blvd. As the attached letter suggests, this site is increasingly under-sized and dangerous to get in and out of given the traffic levels on Walnut Boulevard. 

They are requesting to lease an acre of our 40-acre site just off of Sunset Road as an interim site and to actively pursue a separate permanent joint site with the City of Brentwood and others who may be interested.

Staff has been working for some time to redevelop the site as an industrial-use area and these uses would be very compatible in that regard. I had been holding off pursuing this until Sunset Road could be realigned to cross Highway 4 at Grant Street. That is now moving ahead and while it may take 2-3 years to complete, a final plan will also take that long to implement.

I would propose an initial rent level for the interim period of $2,000 per month. These funds could go into the site-development fund.
