Subject/Title: Participation in the Development of a Foreign-Trade

Authorize the City Manager to sign a joint agreement with the City of Pittsburg
to develop and prepare a Foreign-Trade Zone Application at a cost not to exceed
$5,000. Funds to come from the City’s Economic Development Budget.
Earlier this year, the Delta Five Group of East County Cities plus the County
agreed to join together to explore the idea of creating a Foreign-Trade Zone
as a part of our areas joint economic development strategy.
Since the City of Pittsburg had begun this effort, it was agreed that they
would serve as the lead agency to create a Request for Consultant to do this
work and award an agreement. This work was completed at the October 2, 2000
City Council meeting with the selection of Mr. Chris Koelfgen as the consultant.
His experience is extensive in doing the work required. Details of Mr. Koelfgen’s
work is attached along with copies of related documents from the City of Pittsburg.
This effort is the first cooperative activity to come from the past couple
of years of meetings among Delta Five, Mayors, Council Members and City Managers.
Brentwood’s share of the initial $25,000 planning effort is $5,000, the same
as each of the participating cities and the council.
A Phase II effort will not exceed $40,000. Brentwood’s share of this could
total $8,000. Staff is not, at this time, requesting this activity. Staff will
bring back updates in the progress of this important effort.
