Subject/Title: City Janitorial Contract

Authorize the City Manager to enter into an agreement with Advanced Maintenance Systems (AMS) to serve as the Janitorial service provider for all City owned buildings at a cost of $6,865.00 per month ($83,386 per year).


The City buildings have been under a private provider (Delta Janitorial) for the past 20 years. Increasingly the service quality has deteriorated, as they were unable to hire adequate staff for the ever growing number of sites. Effective October 31st they resigned with the exception of the two police facilities which we agreed they could retain because of their knowledge of the buildings and the relative scale of work required.

Facilities Manager, Mike Merizon, prepared a R.F.P. and issued it to a number of Janitorial providers. Of the six firms who requested R.F.P.’s only two responded and AMS at $6,865 per month and Jani-King at $8,284 per month.

AMS was the low bidder and is recommended for approval.

In 1999-2000 City Janitorial costs totaled $92,760 (minus Police) and the AMS bid costs $82,386 a relative savings in the first year of the agreement of over $10,000.

These costs are a part of the facility maintenance fund and are spread against each City facility relative to its square footage and are a part of the fixed cost each pays as if they were private buildings paid through rent.
