Subject/Title: Award of construction contract for Oak and Third Street Improvements (CIP Project No. 336-3123) and First Street Parking Lot (CIP Project No. 336-3118) to Granite Construction in the amount of $159,895.00

RECOMMENDATION
Approval of a Resolution adding the Oak and Third Street Improvement Project (CIP Project No. 336-3123) to the 2000/05 Capital Improvement Program, awarding the construction contract for this project and First Street Parking Lot (CIP Project No. 336-3118) to Granite Construction in the amount of $159,895.00, authorizing the City Manager to execute the agreements and necessary documents and granting the City Manager authority to execute change orders up to 10% of the contract amount.

PREVIOUS ACTION
On March 28, 2000 the City Council directed staff to analyze parking and safety measures on Oak Street in addition to the crosswalk to Liberty High School.

On May 9, 2000 the City Council reviewed the proposal from staff that incorporated numerous safety and parking improvements in the downtown area, including the proposed parking lot. Council directed staff to separate the issues into individual reports.

On May 23, 2000 the City Council adopted the 2000/05 Capital Improvement Program.

On June 13, 2000 the City Council directed staff to process the parking lot design through the Design Review with the Planning Commission.

On June 13, 2000 the City Council directed staff to design, bid and return to Council for the award of contract for the construction of the improvements at the intersection of Oak and Third Streets.

BACKGROUND
Due to the lack of adequate parking in the downtown area, the Council directed staff to look for solutions to this problem. This parking lot will help ease this problem. Staff has received numerous complaints from residents on vehicular speed as well as pedestrian safety in this area. After reviewing traffic reports covering the last five years, it was discovered that a total of 24 accidents have occurred on Oak Street downtown. Staff’s recommendation for solving this problem is to install a 3-way stop at the intersection of Oak and Third Streets. At the bid opening on October 30, 2000 a total of three (3) bids were received. The bids were reviewed and the lowest responsive, responsible bid was received from Granite Construction in the amount of $159,895.00 to construct both projects.
The bids were:

2. William G. McCullough $ 181,729.30
3. J.A. Gonsalves & Son Construction $ 233,300.00

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD ADDING THE OAK AND THIRD STREET IMPROVEMENTS PROJECT TO THE CITY’S 2000/05 CAPITAL IMPROVEMENT PROGRAM, AWARDING THE CONSTRUCTION CONTRACT TO GRANITE CONSTRUCTION FOR THE FIRST STREET PARKING LOT (CIP PROJECT NO. 336-3118) AND THE OAK AND THIRD STREET IMPROVEMENTS (CIP PROJECT NO. 336-3123), AND GRANTING THE CITY MANAGER AUTHORITY TO EXECUTE CHANGE ORDERS UP TO 10% OF THE CONTRACT AMOUNT


WHEREAS, on March 28, 2000 the City Council directed staff to analyze parking and safety measures on Oak Street in addition to the crosswalk to Liberty High School; and

WHEREAS, on May 9, 2000 the City Council reviewed a proposal from staff that incorporated numerous safety and parking improvements in the downtown area, including this proposed parking lot; and directed staff to separate the issues of safety and parking; and

WHEREAS, On May 23, 2000 the City Council adopted the 2000/05 Capital Improvement Program; and

WHEREAS, on June 13, 2000 the City Council directed staff to process the parking lot design through the Design Review with the Planning Commission; and

WHEREAS, on June 13, 2000 The City Council directed staff to design, bid and return to Council for the award of contract for the construction of the improvements at the intersection of Oak and Third Streets; and

WHEREAS, the bid opening for said projects was held on October 30, 2000 and Granite Construction was determined to be the lowest responsive, responsible bidder for the amount of $159,895.00.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood that the Oak and Third Street Improvements Project is added to the City’s 2000/05 Capital Improvement Program.

BE IT FURTHER RESOLVED that the City shall award the construction contract to Granite Construction in the amount of $159,895.00 for the First Street Parking Lot (CIP Project No. 336-3118) and Oak and Third Street Improvements (CIP Project No. 336-3123).

BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute change orders up to 10% of the contract amount.

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 14th day of November 2000 by the following vote:
